Contempt and Pity

For over a century, the idea that African Americans are psychologically damaged has played an important role in discussions of race. In this provocative work, Daryl Michael Scott argues that damage imagery has been the product of liberals and conservatives, of racists and antiracists. While racial conservatives, often playing on white contempt for blacks, have sought to use findings of black pathology to justify exclusionary policies, racial liberals have used damage imagery primarily to promote policies of inclusion and rehabilitation. In advancing his argument, Scott challenges some long-held beliefs about the history of damage imagery. He rediscovers the liberal impulses behind Stanley El...

This study specifically describes and analyzes the process by which poverty-stricken individuals and families move out of the poverty group: from welfare, to low- wage employment, and finally, to a level above poverty, or even the middle-income category. It is a synthesis / analysis of over 50 Research and Development ( R& D ) projects sponsored by the Employment and Training Administration ( ETA), on the subjects of income and employment. In addition, selected contributions from other sources are included in order to clarify or supplement the treatment of the basic issues. Several of these contributions have examined how individuals on welfare become gainfully employed and once employed, move into jobs with wages adequate to raise their standard of living above the poverty level. Findings of these R & D projects, when examined as a body of cumulative knowledge, can be used as a framework for developing effective policies and techniques for the various employment and training programs focused on the economically disadvantaged.

A Nation of Neighborhoods

Benjamin Looker investigates the cultural, social, and economic complexities of the idea of neighborhood in postwar America. In the face of urban decline, competing visions of the city neighborhood s significance and purpose became proxies for broader debates over the meaning and limits of American democracy. Looker examines radically different neighborhood visions by urban artists, critics, writers, and activists to show how sociological debates over what neighborhood values resonated in art, political discourse, and popular culture. The neighborhood- both the epitome of urban life and, in its insularity, an escape from it was where twentieth-century urban Americans worked out solutions to tensions between atomization or overcrowding, harsh segregation or stifling statism, ethnic assimilation or cultural fragmentation."
