The globalization of threats and the complexity of international security issues represents a greater challenge for international policing in (re)shaping inter-agency interaction, and makes effective international police cooperation more necessary than ever before. This book sets out to analyse the key emerging issues and theory and practice of international police cooperation. Paying special attention to the factors that have contributed to the effective working of police cooperation in practice and the problems that are encountered, this book brings together original research that examines opportunities and initiatives undertaken by agencies (practices and processes introduced) as well as ...

In China, the central government has the political will to control organized crime, which is seen as a national security threat. The crux of the problem is how to control local governments that have demonstrated lax enforcement without sufficient regulation from the provincial governments. The development of prostitution, underground gambling and narcotics production has become so serious that the central government has to rely on anti-crime campaigns to combat these "three evils". This book explores the specific role of government institutions and agencies, notably the police, in controlling organised and cross-border crime in Greater China. Drawing heavily on original empirical data, it co...

Tragedy in Aurora

Tragedy in Aurora is about the 2012 murder of budding sports journalist Jessica (Jessi) Redfield Ghawi in a public mass shooting, and the widening circle of pain it inflicted on her family, friends, police, medical first responders, and others. The book is at the same time a deep examination of the causes and potential cures of the quintessential 21st century American sickness—public mass shootings. At the heart of that examination is an unpacking of America’s deep polarization and political gridlock. It addresses head on the question of why? Why is American gun violence so different from other countries? Why does nothing seem to change? The “Parkland kids” inspired hope of change. B...

This book provides new insights into police cooperation from a comparative socio-legal perspective. It presents a broad analysis of comparable police cooperation strategies in two systems: the EU and Australia. The evolution of regulatory trends and cooperation models is analysed for both systems and possible transferable strategies identified. Drawing on interviews with practitioners in the EU and Australia this book highlights a number of areas where the EU can be compared to a federal system and addresses the advantages and disadvantages of being a Union or a federation of states with a view to police cooperation practice. Particular topics addressed are the evolution of legal frameworks regulating police cooperation, informal cooperation strategies, Joint Investigation Teams, Europol and regional cooperation. These instruments foster police cooperation, but could be improved with a view to cooperation practice by learning from regulatory techniques and practitioner experiences of the respective other system.

This book is concerned with the concept of 'technocrime'. The term encompasses crimes committed on or with computers - the standard definition of cybercrime - but it goes well beyond this to convey the idea that technology enables an entirely new way of committing, combating and thinking about criminality, criminals, police, courts, victims and citizens. Technology offers, for example, not only new ways of combating crime, but also new ways to look for, unveil, and label crimes, and new ways to know, watch, prosecute and punish criminals. Technocrime differs from books concerned more narrowly with cybercrime in taking an approach and understanding of the scope of technology's impact on crime...

Burgeoning national security programs; thickening borders; Wikileaks and Anonymous; immigrant rights rallies; Occupy movements; student protests; neoliberal austerity; global financial crises – these developments underscore that the fable of a hope-filled post-cold war globalization has faded away. In its place looms the prospect of states and corporations transforming a permanent war on terror into a permanent war on society. How, at the critical juncture of a post-globalization era, will policymakers and power-holders in leading states and corporations of the Global North choose to pursue power and control? What possibilities and limits do activists and communities face for progressive p...

Policing Empires

"Policing Empires examines the militarization of the "civil police" in Britain and the United States. It tracks when, why and how British and US police departments have adopted military tactics, tools and technologies for domestic use. It reveals that police militarization has occurred since the very founding of modern policing in the nineteenth century and that militarization has long been an effect of the imperial boomerang. When militarizing their forces, police officials have drawn upon the tactics, tools and technologies associated with imperialism and colonial conquests. Using the tools of comparative and postcolonial historical sociology, the book further shows that there have been di...
