Israel and the Cyber Threat

The most detailed and comprehensive examination to show how tiny Israel grew to be a global civil and military cyber power and offer the first detailed proposal for an Israeli National Cyber Strategy. "In recent years, activity in cyberspace has developed at a rapid and intense pace. In 2002, the government of Israel addressed this challenge by establishing the National Information Security Authority. Since then, Israel's functional continuity has become even more dependent on technology in general, and on cyberspace activity in particular. As a consequence of this dependence, the threats to Israel's functional continuity have intensified. Numerous states and enemies are systematically developing capabilities and acting against various systems and elements in Israel. In January 2012, the Israeli government established the National Cyber Bureau to regulate activity in cyberspace. The subse...

"The Six Day War, which broke out on the morning of June 5, 1967, was a formative event that changed the face of the State of Israel and, to a large extent, the entire Middle East. Prior to the war, Israel had been under existential threat and in six days, the Israel Defense Forces succeeded in removing the threat by achieving a decisive military victory and positioning Israel as a significant force in the region. This victory was accompanied by new complexities, and fifty years after the war, some of its implications still remain as heavy dilemmas, which the Israeli public and the state institutions must address. Five decades later, the events directly related to the war and its loni-term i...

On May 16, 2012, INSS held a political-security simulation designed to formulate ideas about relations between Israel and Egypt, against the background of a security-related incident in the Sinai Peninsula. The incident involved disclosure of a site in the Sinai Peninsula, constructed with Iranian financing and assistance, for manufacture and assembly of long range missiles and rockets and surface-to-sea missiles. Several teams participated in the simulation in a number of roles, including: an Israeli political and security group, an Egyptian group, Hamas, the United States, and the Multinational Force and Observers stationed in Sinai. The simulation, which opened with a scenario involving a security threat emanating from Sinai, was designed to test Israel's relations with Egypt in light of security breaches in the peninsula.
