The book examines a period when football underwent a seismic and ineradicable change brought about by the determination of the Victorian Football League to wrest control of the game's development and destiny from the various state controlling bodies and the Australian Football Council. Whereas the VFL had initially been the first among equals, it gradually assumed the role of the sole and undisputed guardian of the code. The AFC, once football's ostensible national controlling body, became an irrelevance. Instead of a national sport with a national remit we ended up with an expanded VFL with a majority of Victorian member clubs supplemented by a token sprinkling of teams from interstate. Such teams were in most cases created from scratch and could in no way be said to derive directly from the states? unique and distinctive football traditions and culture. For some, it was a brave new world, but evolution does not inevitably entail improvement.

Cultivated turfgrass is an assemblage of mown, perennial grasses or prostrate-growing forb plants and a suite of microbes all competing with each other in a common environment. This book approaches turfgrass diseases from an ecological perspective and explains with examples how wild plants and microbes have co-evolved. It addresses the identification, biology and integrated management of both common turfgrass diseases and newly emergent diseases. It includes the common and lesser-known turfgrass species, their surrounding environment and the range of beneficial and pathogenic microbes which in combination explain why disease occurs. For disease identification purposes, fungal diseases are arranged according to their predominantly cool season and warm season occurrence. Turfgrass bacterial and viral diseases, and plant parasitic nematodes are also covered. Written by a team of international authors, it combines technical expertise and practical experience. Essential for anyone involved in managing turfgrass, this book provides the know-how to identify the early warning signs of diseases, in order to manipulate the environment and minimise the damage.

Fool's Errands

In the decade following the end of the Cold War the United States undertook several nation-building missions around the globe, most of which have failed. We said we'd bring order to Somalia, but we left chaos. We went to Haiti to restore democracy, but left tyranny. We intervened in Kosovo to create a multiethnic democracy, but we may become embroiled in renewed strife and bloodshed. This extremely timely book cuts through the excuses and uncovers the causes of Washington's pattern of failure.

Toward Liberty

This book, published in conjunction with Cato's 25th Anniversary, is a must-have collection of the best articles published by Cato over the past 25 years. It includes such luminaries as Milton Friedman, Peter Bauer, William A. Niskanen, Julian Simon, Carolyn Weaver, George Gilder, Karl Popper, Justice Antonin Scalia, Richard Epstein, Vaclav Klaus, Alan Greenspan, Paul Craig Roberts, Charlotte Twight, Rep. Dick Armey, and P.J. O'Rourke. These articles span a variety of important issues, including the fall of communism and apartheid, globalization, school choice, Social Security privatization, technology and the new economy, and personal freedom. They show the power of ideas to change the world around us—especially the idea of liberty. More and more countries around the world are opting for free trade and free markets, and the Cato Institute has played an important part in popularizing those policies to a worldwide audience. This is definitely a collection to treasure by all those who love liberty.

Precision-guided Munitions and Human Suffering in War

James Hickey proceeds from the premise that throughout history, humans have demonstrated a proclivity for using violence against one another as a means to achieve an end, means enabled, in many respects, by the technologies available at the time. Advancing technology has often been a prime enabler of ever-increasing levels of violence and attendant human suffering. At a few junctures in history, however, certain technologies have seemingly provided the armed forces that possess them the ability to fight wars with decreasing levels of violence and suffering. Today, precision-guided munitions (PGMs) with their high degree of discrimination and accuracy again hold such promise. This book seeks ...
