While there is overwhelming support for democracy in India and voter turnout is higher than in many Western democracies, there are low levels of trust in political parties and elected representatives. This book is an attempt to look beyond Indian elections, which has increasingly occupied analysts and commentators. It focuses on the Lok Sabha (The House of the People), comprising 543 members directly elected for five years by a potential 800 million plus voters in 2019. The book seeks to answer two questions: Is the Indian Parliament, which has the unenviable task of representing a diverse nation of a billion-plus people, working, if not in an exemplary manner, at least reasonably well, to articulate the diverse demands of the electorate and translate them into legislation and policy? To what extent has the practice of Indian democracy transformed the institution of parliament, which was adopted from the British, and its functioning?
The former Communist countries of Eastern Europe provide a treasure-trove of data on the development of democratic institutions. The contributors to this volume use the recent experiences of these countries to identify how the various committee systems are structured and tie the relative strength of the committee system in each country to the relative strength of its legislature. A uniform theoretical framework connects the work of each essay and ties the parts into an informative whole. Who should have the last word on fundamental policy issues? This book analyzes the rise of two contenders - the people, through direct democracy, and the courts. Now available in nearly half the states, direct democracy has surged in recent decades. Through ballot measures, voters have slashed taxes, mandated government spending, imposed term limits on elected officials, enacted campaign finance reform, barred affirmative action, banned same-sex marriage, and adopted many other controversial laws. In several states, citizens now bypass legislatures to make the most important policy decisions. However, the 'people's rule' is not absolute. This book demonstrates that courts have used an expanding power of judicial review to invalidate citizen-enacted laws at remarkably high rates. The resulting conflict between the people and the courts threatens to produce a popular backlash against judges and raises profound questions about the proper scope of popular sovereignty and judicial power in a constitutional system.
This is the first comprehensive study of the history, politics, and economics of the insurance industry in the United States. It is designed as a theoretical challenge to the conventional wisdom in political economy which says that regulation benefits the regulated. In fact, Meier shows that because the insurance industry is far too divided to impose its will on the regulatory system, the political economy of regulation is actually the product of a complex interaction of industry interests, consumer groups, insurance regulations, and political elites. Using both historical and quantitative approaches, the author examines a variety of insurance issues including the development of insurance regulation; the impact of regulation on the availability and price of insurance; the stringency of state regulation; and the product liability insurance crisis of 1985-86. The book concludes with a series of recommendations for reforming the regulation of insurance.

What is the nature of representation? Why do some legislators pursue their own policy agendas while others only vote according to the wishes of a majority in their district? In The Movers and the Shirkers, Eric M. Uslaner sheds new light on these intriguing questions. Uslaner demonstrates that current notions of representation are too narrow and that members of Congress pursue their own policy agendas as well as represent their constituents' interests. Uslaner explains that most senators do not choose between their ideal policies or their constituency preferences because voters usually elect public officials who are in tune with their beliefs. Moreover, because the constituency is a complex group, some of whom are more critical to a legislator than others, the legislator is able to form alliances with those who support his or her policy preferences. In short, the author argues that politics is both local and ideological. This work illuminates one of the central issues of representative democracy and will appeal to those who study or follow legislative politics as well as those interested in democratic theory.
