The Green Book
This new edition incorporates revised guidance from H.M Treasury which is designed to promote efficient policy development and resource allocation across government through the use of a thorough, long-term and analytically robust approach to the appraisal and evaluation of public service projects before significant funds are committed. It is the first edition to have been aided by a consultation process in order to ensure the guidance is clearer and more closely tailored to suit the needs of users.
Meeting the energy challenge

The UK low carbon transition plan
This White Paper sets out the UK's transition plan to 2020 for becoming a low carbon country: cutting emissions, maintaining secure energy supply, maximising economic opportunities and protecting the most vulnerable. The plan will deliver emission cuts of 18 per cent on 2008 levels. Key steps include: all government departments to have carbon budgets; 40 per cent of energy from low carbon sources including 30 per cent of energy from renewables; funding of four demonstrations of capturing and storing emissions from coal power stations; new nuclear power stations. Meeting the energy challenge
There are two main energy challenges: tackling climate change by reducing carbon dioxide emissions; and ensuring clean and affordable energy as the country becomes increasingly dependent on imported fuel. These challenges have to be met against the backdrop of rising fossil fuel prices; slower than anticipated liberalisation of the EU energy markets; heightened awareness of the risk arising from remaining oil and gas reserves being concentrated in a few geographical regions; and a need for substantial new investment in power stations, the electricity grid and gas infrastructure. This White Paper sets out the Governments international and domestic strategy to address these challenges and ways to implement the Energy Review of 2006 and the 2006 Pre-Budget Report. Dietary reference values for energy
Dietary reference values (DRVs) for energy are based on estimating the total energy expenditure (TEE) for groups of people. TEE provides a measure of the energy requirement at energy balance i.e. when energy intake matches energy expenditure. The methodology to measure TEE - the doubly labelled water (DLW) method - has advanced and as a result, the evidence base on TEE in a wide variety of population groups has expanded considerably. Electricity Demand Reduction
The Government is putting in place policies aimed at driving down energy bills for consumers, reducing input costs for industry, cutting carbon emissions and contributing to a more competitive economy. Overarching national policy statement for energy (EN-1)
This national policy statement (NPS) sets out national policy for the energy infrastructure. A further five technology-specific NPSs for the energy sector cover: fossil fuel electricity generation (EN-2) (ISBN 9780108510786); renewable electricity generation (both onshore and offshore) (EN-3) (ISBN 9780108510793); gas supply infrastructure and gas and oil pipelines (EN-4) (ISBN 9780108510809); the electricity transmission and distribution network (EN-5) (ISBN 9780108510816); and nuclear power generation (EN-6) (ISBN 9780108510823). National planning policy framework 2012
The National Planning Policy Framework 2012 sets out the Government's planning policies for England in achieving sustainable development and how these are expected to be applied. It sets out the requirements for the planning system only to the extent that it is relevant, proportionate and necessary to do so. It provides a framework within which local people and their accountable councils can produce their own distinctive local and neighbourhood plans, which reflect the needs and priorities of their communities. This Framework does not contain specific policies for nationally significant projects for which particular considerations apply. Divided into thirteen chapters, with three annexes, it looks at the following areas, including: building a competitive economy; ensuring town centre vitality; supporting a high quality communications infrastructure; delivering high quality homes; protecting the Green Belt; meeting the challenges of climate change, flooding and coastal change; conserving the natural and historic environments and facilitating the sustainable use of minerals.
