With failure to meet its statutory obligation to end fuel poverty imminent, the Government should instigate an action plan as a matter of urgency to help the millions of UK households who remain in fuel poverty as a result of fuel price rises. The Courts
The Committee's report examines the small claims system in the county court, focusing on the following issues: provision of IT facilities and listing procedures, enforcement of judgements, limits on claims for personal injury and housing disrepair, and proposals for a European Small Claims Procedure to cover cross-border cases. The Committee finds that the small claims system generally works well in providing a low cost, good quality procedure for large numbers of litigants which is more informal and quicker than ordinary proceedings. However, the report also identifies a number of areas for improvement, including the need to introduce electronic document management and listing software to increase work efficiency; to improve enforceability of judgements; and to review financial limits for claims relating to personal injury and housing disrepair.
The Social Construction of Corruption in Europe
The volume demonstrates the suitability of the theory of social constructivism in portraying and analyzing the diversity of the phenomenon of corruption. The approach of social constructivism taken in this volume is able to reconstruct the 'construction of corruption' both from a societal perspective, by assessing it as generally accepted or tolerated behaviour in more or less standardized rule-governed social situations, and from the perspective of actors who perceive corrupt behaviour as problem solving in everyday life. The volume proves the usefulness of a social construction perspective for empirical research. It contains case studies of social definitions of corruption in eleven European countries that contribute in different ways to establishing a grounded theory of the phenomenon of corruption.

A sea change
This White Paper sets out the Government's proposals for a Marine Bill designed to establish a new UK-wide strategic system of marine planning to balance conservation, energy and resource needs, based on the principle of sustainable development and working with the devolved administrations. Key provisions of the proposed Bill will be: the creation of a new Marine Management Organisation (MMO) to provide a holistic approach to marine policy covering planning, licensing and enforcement issues; a more streamlined, transparent and efficient marine licensing system; new mechanisms to supplement existing tools for the conservation of marine ecosystems and biodiversity, including marine conservation zones for important species and habitats that cannot be protected under European law; and reform of the management of inshore fisheries and recreational sea angling, including stronger enforcement powers and the recovery of costs of fishing vessel licence administration.
Abolition of regional spatial strategies
Regional Spatial Strategies (RSSs) bridged the gap between those planning issues determined by local policy or concern, and those subject to policy goals defined at a national level - such as those for housing or renewable energy. The committee did not pass judgment on the merits of regional spatial strategies, but is concerned about the hiatus created by their intended abolition.
