This book sets out to try to understand why segregated schooling still exists, especially in northern Italy in South Tyrol where they practice ‘separate but equal’ education. Supported by the UN, the Austrian and Italian governments, the province is considered a ‘peace model’ due to its consociational approach to dealing with the region’s Nazi and Fascist past, which has led to a ‘negative peace’. The autonomy statutes, which derived from this ‘peace’, resulted in an education system that is linguistically segregated for the purposes of protecting South Tyrol’s ethnolinguistic minorities. Broken into two parts, the book begins with the background history of the province, before describing the region’s geographical layout, demographics, local identity, and its three-part schooling system. By examining responses to South Tyrol’s education system, and its impact on local group dynamics, this book explores the implications that segregated schooling may have on second language acquisition. This case study will be of interest to students and scholars of Italian studies, anthropology, linguistic ethnography, sociolinguistics, and second language education.
Accounting for participation, separation of powers and democratic accountability, federalism gains momentum in times when traditional democratic legitimacy of institutional decision-making is challenged. Its ability to include multiple interests makes federalism a means to ensure good governance. Based on a multidisciplinary analysis, the book tackles the question of whether federalism as a pragmatic governance tool provides answers to current challenges and what those answers are. Thirty-three leading experts critically examine to what extent federalism serves this purpose in compound states, looking at different countries and policies. This edited volume examines the link between constitutional asymmetry and multinationalism in multi-tiered systems through a comprehensive and rigorous comparative analysis, covering countries in Europe, Africa and Asia. Constitutional asymmetry means that the component units of a federation do not have equal relationships with each other and with the federal authority. In traditional federal theories, this is considered an anomaly. The degree of symmetry and asymmetry is seen as an indicator of the degree of harmony or conflict within each system. Therefore symmetrisation processes tend to be encouraged to secure the stability of the political system. However, scholars have linked asymmetry with multinational federalism, presenting federalism and asymmetry as forms of ethnical conflict management. This book offers insights into the different types of constitutional asymmetry, the factors that stimulate symmetrisation and asymmetrisation processes, and the ways in which constitutional asymmetry is linked with multinationalism.
