The purpose of the inquiry reported in this document was to determine whether the increased imports of any of nine steel products since 1996 were a principal cause of serious injury, or a threat of serious injury, to Canadian steel producers. Over 175 parties participated in the inquiry, including Canadian & foreign steel producers, steel importers & users, union representatives, and the Commissioner of Competition. The inquiry tribunal conducted two separate hearings, the first concerning injury and the second concerning remedies. The first five chapters provide information on the conduct of the inquiry, its international context, the goods covered by the inquiry, and the inquiry's legal framework. Chapters 5 to 8 provide reasons for the tribunal's determinations on injury for discrete plate steel, hot- & cold-rolled sheet & coil, corrosion-resistant sheet & coil, hot-rolled bars, angles & shapes & sections, cold-drawn & finished bars & rods, reinforcing bars, and standard pipe. The final section makes recommendations on appropriate remedies.

The service sector is steadily growing as services that previously were undertaken within the family unit, now show up in social accounts as health care, education and public sector services. Technological changes make possible a process of intermediation in service activities, a separation in space or time of the recipient of services from the original producer, and the increase of v̀alue-added' services. This conference met to discuss implications of the growing service sector, with the larger goal of identifying frameworks for policies to support an efficient and expanding system for production and exchange of services domestically and internationally.

Services in the Global Market

Service activities are at the heart of a major economic revolution taking place all around us. This new economic revolution is equivalent to the Industrial Revolution in the eighteenth century, the rise of the guilds in the Middle Ages, and the shift from a hunter/gatherer economy to an agricultural/pastoral economy at the dawn of recorded history when organized agriculture first led to the development of towns and the invention of writing. In this new revolution, computers, factory robots, and completely automated factories are rapidly reducing the need for physi cal labor in production. At the same time, sophisticated agricultural machinery, fertilizers, pesticides, and biogenetic engineer...

Technical standards are increasingly determining the development, production, trade in and marketing of goods and services. In order to ensure that technical regulations and product standards which vary from country to country do not create unnecessary obstacles to trade the Agreement on Technical Barriers to Trade was adopted during the Uruguay Round. It is paralleled by the Agreement on Sanitary and Phytosanitary Measures which sets out the basic rules on how governments can apply food safety as well as animal and plant health measures without, however, using them as an excuse for protecting domestic producers. Prominent decisions under the WTO Dispute Settlement have interpreted those pro...

NAFTA 2.0

The renegotiation and possible termination of the North American Free Trade Agreement (NAFTA) sparked a lot of interest and concern in light of the United States’ declared objective to “rebalance the benefits” of the agreement. This edited book provides an overview of the changes brought to the NAFTA by the United States-Mexico-Canada Agreement (USMCA) or NAFTA 2.0. Grouping leading academics and experts from the three countries, the book covers the major topics in the transition from the NAFTA to the USMCA. The book also sheds light on the evolution of North American economic integration within the past three decades and reflects on the significance of the regional integration model represented by the NAFTA and now the USMCA. The book is aimed at scholars, students, officials, professionals and interested citizens concerned by the big issues surrounding North American integration and economic globalization.
