This book advances our knowledge on intangibles and their role in productivity growth, presenting a unique multi-level perspective. It encompasses micro, meso, and macro approaches that build upon firm-, industry-, and country-level data and introduces novel layers of analysis. A variety of empirical instruments are used in the book, such as a large-scale international survey, input-output analysis, register data, etc., thus displaying fresh, comparative evidence for Europe, the USA, China, Korea, and Japan. The book also examines the subject within the global value chain context, which is one of the most relevant phenomena of recent decades, and assesses cross-country trends, drawing on a unique industry-level database of intangible assets, based on production input data from all over the world. The book offers new insights on how to measure intangibles, how they contribute to productivity growth, and how policy can help foster intangibles investments and growth. This paper explores the nature, significance and policy implications of spillovers in international corporate taxation—the effects of one country’s rules and practices on others. It complements current initiatives focused on tax avoidance by multinationals, notably the G20-OECD project on Base Erosion and Profit shifting (BEPS). The paper draws on the IMF’s experience on international tax issues with its wide membership, including through technical assistance (TA), and on its previous analytical work, to analyze spillovers and how they might be addressed. In doing so, it goes beyond current initiatives to look at a wide set of possible responses.
The international tax system is in dire need of reform. It allows multinational companies to shift profits to low tax jurisdictions and thus reduce their global effective tax rates. A major international project, launched in 2013, aimed to fix the system, but failed to seriously analyse the fundamental aims and rationales for the taxation of multinationals' profit, and in particular where profit should be taxed. Provides an assessment of reforms introduced to the pension system in 1999 and their impact with regard to changes in retirement behaviour. Suggests that the fact that retirement ages are very low can be attributed to the current regulations of the old-age pension system, as well as other pre-retirement transfers.
