The purpose of this manual is to contribute to and facilitate the use of computable general equilibrium (CGE) models in the analysis of issues related to food policy in developing countries. The volume includes a detailed presentation of a static “standard” CGE model and its required database and incorporates features of particular importance in developing countries. The manual discusses the implementation of the model in GAMS and is accompanied by a CD-ROM that includes the GAMS software (free demo system), the GAMS input files for the model, sample databases, simulations, solution reports, and a social accounting matrix (SAM) aggregation program. Although the volume provides a standardized framework for analysis, the analyst is not forced to make “one-size-fits-all” assumptions. The GAMS code is written to give the analyst considerable flexibility in model specification.
This book examines the important role of consumer activism in health policy in different national contexts. In an age of shifting boundaries between state and civil society, consumer groups are potentially drivers of democratisation in the health domain. The expert contributors explore how their activities bring new dynamics to relations between service providers, the medical profession, government agencies, and other policy actors. This study responds to some of Mozambique's basic development challenges and provides qualitative and quantitative insights for policymaking from an economywide perspective. The report highlights the importance of agricultural development showing agriculture's large sectoral multiplier effects and that applying scarce capital to agriculture is generally more effective than applying it to industry and services. A novel CGE model is developed and used in a series of analyses focused on the impact and design of economic policy. Issues addressed are aid dependency, biases in price incentives facing the agriculture sector, improvement in agricultural technology and marketing margins, risk-reducing behavior and gender roles in agricultural production, and food aid distribution. The study also provides a future perspective and analyzes the Mozambican economy using dynamic macroeconomic modeling techniques, demonstrating that sophisticated analytical tools can be of significant value, even in "data-poor" situations.
How do women's land rights change as customary tenure systems give way to individualized land tenure? While the individualization of land rights creates incentives for poor farmers in marginal areas to adopt agroforestry, not much is known about its impact on women's land rights. Land, Trees, and Women examines the evolution of customary land tenure institutions in areas of Western Ghana and Western Sumatra where traditional matrilineal inheritance systems have been changing. In these two areas, the authors find that individualization of land tenure has contributed to both increased gender equity and greater efficiency in agroforestry management. While property rights institutions are moving toward providing proper incentives for efficient natural resource management, the authors conclude that any program or legal framework that assigns rights to resources must be evaluated for barriers to women's participation.
This report-part of an extensive body of work IFPRI undertook on the state of poverty in Mozambique at the end of a long period of war-zeroes in on the question of what determines living standards and poverty in Mozambique. It aims to identify those public policy interventions that are likely to reduce poverty the most. The authors examine household and community characteristics linked to poverty and develop a microeconometric model to measure the influence of education, employment, demographics, agricultural technology, and infrastructure on consumption. Although the results of this research are directed to policymakers in Mozambique, those concerned with other low-income countries will find the analytical methods and findings useful, especially the message that investment in human development as well as physical capital is essential to reduce poverty.
