Home ownership sectors in most European countries have grown in size. Whatever assets European households have acquired in recent decades, real estate appears to form a significant element in wealth portfolios. Frequently, national governments have been active in promoting the shift-in tenure balance. The general question pursued in this book is about the gains and losses accruing to individual households by virtue of their position as home owners. The focus, here, is on financial gains and losses. This book is also concerned with the losses, in the form of repayment risk, related to, difficulties that some households may experience in meeting housing loan repayment schedules. The immediate background to this volume is the Conference on Housing Growth and Regeneration. Hosted by the Cambridge Centre for Housing and Planning Research, Department of Land Economy, University of Cambridge, it was held under the auspices of the European Network of Housing Researchers.

This book uses a case study of a low-cost home ownership initiative at the margins of renting and owning provided by social landlords – known as shared ownership – to challenge everyday assumptions held about the ‘social’ and the ‘legal’ in property. The authors provide a study of the construction of property ownership, from the creation of this idea through to the present day, and offer a fresh consideration of key issues surrounding property, ownership, and the social. Analysing a diverse range of sources (from archives to micro-blogs, observation of housing providers, and interviews with shared owners), the authors explain the significance of the things (from the formal documents like leases, to odd materials like sweet wrappers and cigarette butts) commonly found in the narratives around shared ownership which are used to construct it as private ownership in everyday life. Ultimately, they uncover how this dream of ownership can become tarnished when people’s identities as ‘owners’ come under threat, and as such, these findings will provide fascinating insight into the intricacies of so-called home ownership for scholars of Law, Criminology, and Sociology.

Home Ownership in Crisis?
First published in 1999, this book brings together the findings from research projects funded by the Joseph Rowntree Foundation and the Department of the Environment, Transport and the Regions. The programme of research examined the problems faced by home owners with the collapse of the property market in the late 1980s. The book focuses on households with negative equity and uses analyzes of secondary data sets, social surveys and in-depth interviews to explore the implications of the fall in property values for both households and the wider economy. In particular it examines the kinds of coping strategies adopted by home owners in relation to debt and mobility. Home Ownership in Crisis? thus gets beyond aggregate estimates and offers the reader a detailed understanding of what negative equity actually means for the individuals concerned. Moreover, by exposing a range of circumstances in which negative equity arises, the book also informs debates about the kinds of policy initiatives which may be appropriate in dealing with a more volatile economic environment in Britain and elsewhere.
