Era tatanan baru pada masa Pandemi COVID-19 memberikan banyak perubahan dalam pelayanan sosial, terutama yang terjadi di Balai/Loka Rehabilitasi Sosial milik Kementerian Sosial RI. Standar Pelayanan Minimum (SPM) menurut Peraturan Pemerintah Nomor 2 Tahun 2018 merupakan ketentuan mengenai Jenis dan Mutu Pelayanan Dasar yang merupakan Urusan Pemerintahan Wajib yang berhak diperoleh setiap Warga Negara secara minimal.
