One of the most dynamic areas of EU law since the great changes brought to the EU constitutional order by the Amsterdam Treaty in 1999 has been cooperation in the fields of policing and criminal justice. Both fields have already been the subject of substantial legislative effort in the EU and an increasing amount of judicial activity in the European Court of Justice. In 2007 - after the Constitutional Treaty of 2004 failed - the new Reform Treaty planned very substantive changes to these policies. Bringing together a wide-ranging set of topics and contributors, this book enables readers to understand these changes by examining three key questions: how did we get to the Reform Treaty; what have been - and still are - the key struggles in competence; and how do the changes fit into the transformation of police and judicial cooperation in criminal matters in the EU?
Since the early 1990s, cross-border police and judicial cooperation has become a very important domain of the European Union. The Lisbon Treaty – if accepted by all the Member States – will certainly be a major stimulus to its further development in the field of internal security as well as in the field of external policy. In any event, the recent proposal for a new third comprehensive policy programme with regard to the Area of Freedom, Security and Justice – the so-called Stockholm Programme – foreshadows some of the changes the Brussels institutions and the Member States would like to embrace in the coming years. This book contains the contributions of scholars and practitioners t...
This book presents the first detailed inquiry into the nature of cross-border drug trafficking between Laos People’s Democratic Republic and Vietnam, using an exploratory approach. It draws upon qualitative and quantitative methods, case studies, interviews and survey data from criminal investigation police and drug-related crimes officers (CIPDRC) from six border provinces which are directly and indirectly involved in investigating these cross-border cases. The author demonstrates that drug markets in Vietnam are not controlled by monopolistic, hierarchical organizations or ‘cartels’ but small structures, based on family ties and fellow-countrymen relations, which are fluid and loosely organized. They are very adaptable and sophisticated with diverse modus operandi and multiple divisions of labour which present particular challenges to law enforcement agencies, which the author discusses.

Jerome Gracián (1545–1614) was the first provincial of the Discalced Carmelite Order and a close collaborator of Saint Teresa of Ávila, the order's foundress. He brought stability and growth to St. Teresa's movement when it was still in its infancy, particularly among the friars. Praising Gracián in the Book of Her Foundations, Teresa writes: "Had I very much desired to ask His Majesty for a person to organize all things pertaining to the order in these initial stages, I would not have succeeded in asking for all that He gave me in Father Gracián. Our Lady has chosen him to help her order." After certain intrigues resulted in Gracián's expulsion from the order, he appealed to Rome and...
This is the first truly global study of the Society of Jesus's early missions. Up to now historians have treated the early-modern Catholic missionary project as a disjointed collection of regional missions rather than as a single world-encompassing example of religious globalization. Luke Clossey shows how the vast distances separating missions led to logistical problems of transportation and communication incompatible with traditional views of the Society as a tightly centralized military machine. In fact, connections unmediated by Rome sprung up between the missions throughout the seventeenth century. He follows trails of personnel, money, relics and information between missions in seventeenth-century China, Germany and Mexico, and explores how Jesuits understood space and time and visualized universal mission and salvation. This pioneering study demonstrates that a global perspective is essential to understanding the Jesuits and will be required reading for historians of Catholicism and the early-modern world.
Continuing work on Pepys's library, and recent discoveries, necessitate expansion of the content and entries in the original volumes. This is the first in the Supplementary Series. Pepys's library has been, as he directed, preserved intact at his old Cambridge college since 1724. Between 1978 and 1994 a complete catalogue was published for the first time. The present title, essential to all users of the first volume in that series, N.A. Smith's Printed Books, vastly enhances the range of information available. The short-title arrangement of Printed Books is replaced by a numerical listing which follows the library's shelf-order; many entries have been extended, and where possible updated wit...
Covering the story of prejudice against Jews from the time of Christ through the rise of Nazi Germany, The History of Anti-Semitism presents in elegant and thoughtful language a balanced, careful assessment of this egregious human failing that is nearly ubiquitous in the history of Europe. From Mohammed to the Marranos focuses on the Sephardim, the Jews of North Africa and Iberia. Poliakov relates the great achievements of Spanish Jewry under the Muslim Caliphs followed by their gradual and painful decline during and after the Christian reconquest. The author explains the emergence of the Marrano culture, Jews who converted to Christianity, and the dispersion of those Jews who refused to convert in the face of expulsion and death.
“In your country,” Ignacio Martín-Baró remarked to a North American colleague, “it’s publish or perish. In ours, it’s publish and perish.” In November 1989 a Salvadoran death squad extinguished his eloquent voice, raised so often and so passionately against oppression in his adopted country. A Spanish-born Jesuit priest trained in psychology at the University of Chicago, Martín-Baró devoted much of his career to making psychology speak to the community as well as to the individual. This collection of his writings, the first in English translation, clarifies Martín-Baró’s importance in Latin American psychology and reveals a major force in the field of social theory. Gathe...
