This survey of the changes in education and socialization in the former USSR examines the institutions that are shaping the first post-Soviet generation. Chapters provide reports on such questions as diversification and the development of independent schools, curriculum reform and democratization.
The mass expansion of higher education is one of the most important social transformations of the second half of the twentieth century. In this book, scholars from 15 countries, representing Western and Eastern Europe, East Asia, Israel, Australia, and the United States, assess the links between this expansion and inequality in the national context. Contrary to most expectations, the authors show that as access to higher education expands, all social classes benefit. Neither greater diversification nor privatization in higher education results in greater inequality. In some cases, especially where the most advantaged already have significant access to higher education, opportunities increase most for persons from disadvantaged origins. Also, during the late twentieth century, opportunities for women increased faster than those for men. Offering a new spin on conventional wisdom, this book shows how all social classes benefit from the expansion of higher education.
After the breakdown of socialism in Central and Eastern Europe, the role of education systems in preparing students for the "real world" changed. Though young people were freed from coercive state institutions, the shift to capitalism made the transition from school to work much more precarious and increased inequality in early career outcomes. This volume provides the first large-scale analysis of the impact social transformation has had on young people in their transition from school to work in Central and Eastern European countries. Written by local experts, the book examines the process for those entering the workforce under socialism, during the turbulent transformation years, in the early 2000s, and today. It considers both the risks and opportunities that have emerged, and reveals how they are distributed across social groups. Only by studying these changes can we better understand the long-term impact of socialism and post-socialist transformation on the problems young people in this part of the world are facing today.
This book focuses on education policy framework for educating marginalized children in sub-Saharan Africa. It uses “marginality” as a critical discourse to highlight the complicated ways education policy making in sub-Saharan Africa have constructed and perpetuated marginality in the region since Africa’s encounters with Europe. In Sub-Sahara Africa, the sector of informal micro-enterprises (IMEs) is already employing a large share of the labour force in both urban and rural areas. This study reviews the ways in which the owners and workers of IMEs have acquired their vocational and management skills. It reviews the contributions of all the different training providers, including public sector training institutes, private sector training providers, and training centres run by NGOs and other non-profit organizations. This publication reviews recent developments within technical and vocational education and training (TVET) in sub-Saharan Africa, as well as future challenges in skills development in the region. Based upon 70 case studies covering 20 countries, it provides a good starting point for the development of country policies and programmes, of relevance to other African regions as well as countries in other regions facing similar challenges. Issues discussed include: the labour market context, reform of public training programmes, regulation of non-government training institutions, enterprise-based training, building skills for the informal economy, balancing cost-effectiveness with growth and equity, and financing.
This Element engages with recent attempts by economists and political scientists to rigorously estimate impacts of missionary work in sub-Saharan Africa. It argues that, although these efforts contribute to more accurate assessments of the 'true' effects of missionary presence, they also have a tendency to present Christian involvement in the region as a largely apolitical process, that was relatively unaffected by the rapidly evolving geopolitical and socio-cultural contexts of the colonial period. Countering this trend, this Element illustrates aspects of missionary behavior that were inherently more political and context-dependent, such as local struggles for religious hegemony between Protestants and Catholics and interactions between colonial regimes and the church-based provision of goods like education. The Element draws heavily on market-based theories of organized religious behavior. These perspectives are entirely compatible with the analytical language of economists and political scientists. Yet, they played surprisingly limited roles in recent literature on missionary impacts.
Conventional wisdom holds that aging populations are unfavorable for economic growth because of their potential impacts on labor supply, productivity, and savings. When this is coupled with the increased spending pressures because of pension requirements and health care, aging societies are likely to face serious fiscal problems. This report addresses these concerns in the unique context of Eastern Europe and the former Soviet Union where many countries are aging rapidly without the economic resources and institutional capacity of other aging societies in Western Europe and Japan.
Policy makers recognize that developing capacity for knowledge and technology driven growth is necessary for Swaziland to integrate into the global economy and to be competitive; in particular because Swaziland is not rich in exploitable natural resources. The Education Training and Skills Development Sector (ETSDS), the educational sector of Swaziland s long-term development and reform program, covers all levels of education, from early childhood to post-secondary education. This paper evaluates the adequacy of the ETSDS in light of the enhanced educational goal for the country. Acknowledging that financing reforms will be a challenge, this paper makes recommendations to enhance the program s effectiveness, such as expanding access, strengthening delivery modes, and minimizing financial barriers to education and training.
