Artificial War

Military conflicts, particularly land combat, possess thecharacteristics of complex adaptive systems: combat forces arecomposed of a large number of nonlinearly interacting parts and areorganized in a dynamic command-and-control network; local action, which often appears disordered, self-organizes into long-range order;military conflicts, by their nature, proceed far from equilibrium;military forces adapt to a changing combat environment; and there isno master voice that dictates the actions of every soldier (i

AI is revolutionizing the world. Here’s how democracies can come out on top. Artificial intelligence is revolutionizing the modern world. It is ubiquitous—in our homes and offices, in the present and most certainly in the future. Today, we encounter AI as our distant ancestors once encountered fire. If we manage AI well, it will become a force for good, lighting the way to many transformative inventions. If we deploy it thoughtlessly, it will advance beyond our control. If we wield it for destruction, it will fan the flames of a new kind of war, one that holds democracy in the balance. As AI policy experts Ben Buchanan and Andrew Imbrie show in The New Fire, few choices are more urgentâ€...

This is the first scholarly book examining naval coalition warfare over the past two centuries from a multi-national perspective. Containing case studies by some of the foremost naval historians from the US, Great Britain, and Australia, it also examines the impact of international law on coalitions. Together these collected essays comprise a comprehensive examination of the most important naval coalitions of the nineteenth and twentieth centuries. Chapters are arranged chronologically, beginning with the Napoleonic Wars, and ending with the second Gulf War, and each makes use of new research and methodologies to address the creation of the coalition, its actions, and its short- and long-term repercussions. The editors draw contemporary lessons from the book’s historical case studies. These findings are used to discuss the likelihood and character of future naval coalition; for example, the likelihood and possible outcome of an anti-PRC coalition in defence of Taiwan. Naval Coalition Warfare will be of great interest to students of naval history, strategic studies, international history and international relations in general.

Zero Days, Thousands of Nights

Zero-day vulnerabilities--software vulnerabilities for which no patch or fix has been publicly released-- and their exploits are useful in cyber operations--whether by criminals, militaries, or governments--as well as in defensive and academic settings. This report provides findings from real-world zero-day vulnerability and exploit data that could augment conventional proxy examples and expert opinion, complement current efforts to create a framework for deciding whether to disclose or retain a cache of zero-day vulnerabilities and exploits, inform ongoing policy debates regarding stockpiling and vulnerability disclosure, and add extra context for those examining the implications and result...

Chinese Power and Artificial Intelligence

This book provides a comprehensive account of Chinese AI in its various facets, based on primary Chinese-language sources. China’s rise as an AI power is an event of importance to the world and a potential challenge to liberal democracies. Filling a gap in the literature, this volume is fully documented, data-driven, and presented in a scholarly format suitable for citation and for supporting downstream research, while also remaining accessible to laypersons. It brings together 15 recognized international experts to present a full treatment of Chinese artificial intelligence. The volume contains chapters on state, commercial, and foreign sources of China’s AI power; China’s AI talent, ...

The 5th Experimental Chaos Conference

The 5th Experimental Chaos Conference was a gathering of scientists and engineers who work on real-world systems that behave in a nonlinear and, often, chaotic fashion. The proceedings present discoveries of chaotic behavior, explanation of nonlinear phenomena in the laboratory, and applications of nonlinear and chaotic effects to devices and techniques for improving performance and surmounting technical obstacles. Experimental work is presented on chaos in semiconductor superlattices, spatiotemporal chaos in magnetic materials, instabilities in magnetic fluids, bifurcations of hexagonal patterns in lasers, and discrete rotating waves. New phenomena are exhibited on amplitude death in couple...
