World Bank Technical Paper No. 260. An efficient payment system is a necessary precondition for business development. This study outlines the basic operating principles of a payment system and reviews its benefits, costs, risks, and problems. It examines in detail the systems currently in place in the developed economies of Europe and the United States and draws from the analyses to support recommendations for restructuring those systems in developing countries. The study reviews the various types of payment practices that exist in mature systems including cash, check, GIRO, debit and credit card, direct debit, and large-value wire transfers. A range of short- and long-term improvements in payment systems are recommended for developing countries. There is a special focus on the Russian payment system and the problems it faces in transition from a centrally planned to an market economy.

This document was designed primarily for staff of newly established debt management institutions within governments that are launching borrowing programs, and discusses the entire range of external debt management. Topics include the organizational procedures for negotiating foreign loans and credits, the control and coordination of borrowing decisions, risk management, the administration of new loans, and external debt accounting and statistics. Basic accounting principles are reviewed and the use of computers explored. The authors stress that the government unit with responsibility for meeting future debt service obligations should also play a major role in decisions regarding foreign borrowing. Reporting statistics on external debt is a crucial part of a country's relationship with the World Bank and other donors. The Bank has formal requirements for debt reporting by member nations and accurate accounting is a prerequisite to having loans considered by the Bank's Executive Board. This book is an essential reference for training and technical assistance programs in asset and liability mangement.
Moldova
Annotation Identifies the top priorities in Moldova's reform agenda as it attempts to halt an evolving economic crisis and succeed in its transition to a market economy. Moldova's trade-dependent economy has been hit by a series of internal and external shocks over the past few years: a freeze followed by floods in 1991, a severe drought in 1992, and, in that same year, a violent conflict over the status of the Transnistria region which destroyed some infrastructure, fuel pipelines, and industrial plants. These events have forced the country's economy to try to adjust to the resulting decline in trade and make far-reaching structural changes. This volume stresses that Moldova needs less adjustment in its sectoral composition of output and exports and more adjustment within each sector. The government's objective is to halt the output decline of the last two years while bringing inflation under control and reorienting production to a new pricing structure. Reforms at the macroeconomic level will underpin Moldova's sustainable growth and safeguard the welfare of the most vulnerable in the population.
