To address the knowledge and coordination gaps and foster an enabling policy and investment environment, the Food, Agriculture and Natural Resources Policy Analysis Network (FANRPAN), together with the International Water Management Institute (IWMI), and the local partner, the Kenya Institute for Public Policy Research and Analysis (KIPPRA) hosted the Kenya National Policy Dialogue at ILRI in Nairobi on 21 November 2022. The dialogue is part of the CGIAR initiative: Diversification and Intensification in East and Southern Africa, launched by CGIAR.

The report documents the institutional meetings and discussions taking place between 26-30 November 2023 when a delegation from Lao PDR visited Vietnan. Overall aim of the visit was to enhance institutional cooperation between policy researchers and policy makers for more effective policy formulation. The Lao team learnt about options to strengthen policy implementation, like through formulating specific strategies, supporting farmers to adopt suitable technologies/innovations, and bringing research evidence into the policy formulation process. As the term “agroecology” is new to some stakeholders links to existing practices have to be shown, accompanied by advocating its benefits from a broader view perspective.

The rapid rise in domestic value chains of nutrient-dense foods (fruits, vegetables, and animal products) in Sub-Saharan Africa: Policy implications

Despite African consumers under-consuming nutrient dense fruits and vegetables (FV) and animal products (AP), and the farm production and supply chains of these products are fraught with constraints that keep them from operating optimally, we find abundant recent evidence of dynamism in these sectors. To wit: (1) consumption of these products in levels and shares is already substantial and growing rapidly; (2) supply of these products is growing rapidly, just not yet much faster than population growth; (3) supply growth is manifested in a number of countries by dynamic “meso booms” with diffusion of farming and growth in midstream ("Hidden Middle") value chain segments; these booms are “grass roots” driven, without subsidy or management by government or NGOs or large companies. We reviewed recent survey-based evidence of these booms and discussed the drivers. The policy implications are the need for governments to invest in the conditions we found to be enabling these booms, that is, roads and wholesale markets and electrification and other infrastructure hard and soft.

This study of the potential to use saline water for irrigation in Egypt, Jordan, Syria and Tunisia concludes that it is technically feasible but its economic viability remains to be established. Expert opinion suggests that saline irrigated agriculture is most likely to succeed in the West Asia/North Africa region as a complement to small-scale mixed livestock and cropping farming systems. Precise quantification of the available saline water resources is not possible because of the lack of hard data. As a result, precise quantification of the likely impact of introducing saline irrigated agriculture on poverty alleviation and food security is also impossible, although anecdotal evidence suggests that this would be positive. The report argues that the environmental effects of saline irrigated agriculture--both positive and negative--need to be integrated into policies and decisions on the use of saline water. Uses other than agricultural (for example, amenity uses, industrial, landscaping, carbon sequestration or biomass production for energy) also need to be considered, and may be more socially and economically beneficial.
