Bound to Cooperate - Europe and the Middle East II

The Middle East is a region of crises, conflicts and wars as much as it is a region of great potential and opportunity. However, the European Union and its member states have not yet found a viable strategic approach to meet both the challenges and opportunities in their immediate neighbourhood. The Europeans have not yet developed sufficient foreign and security policy mechanisms to pursue their interests effectively. How the European Union can support economic and political transformation processes throughout the region and thus contribute to a more stable, more prosperous and more democratic Middle East remains the subject of intense debate. The objective of this book is to provide a plat...

Prospects and Risks Beyond EU Enlargement

With the European Union ́s upcoming eastern enlargement, Europe is confronted with the necessity of creating security and stability beyond the EU borders in Eastern and Southeastern Europe. This task includes not only numerous risks but also opportunities to face the challenges of the 21st century. This volume provides policy-oriented recommendations and differentiated assessments for all nine states and entities of the region, as well as for the policy areas of governance, economy and security. The authors explore the unintended consequences and side-effects of massive support for reforms and external influence on weak states. A concept for a "Mulit-Layered Europe" is developed for the strategic dilemmas concerning the current debate on "Wilder Europe". The unique alliance between analytical output and strategic thinking makes the book valuable for the academic community and for persons responsible for Europe ́s future. The volume is one of two from a joint project on "Security in Europa and beyond its borders" of the Bertelsmann Foundation in Guetersloh and the Center for Applied Policy Research in Munich.

Bringing the Dark Past to Light

Despite the Holocaust’s profound impact on the history of Eastern Europe, the communist regimes successfully repressed public discourse about and memory of this tragedy. Since the collapse of communism in 1989, however, this has changed. Not only has a wealth of archival sources become available, but there have also been oral history projects and interviews recording the testimonies of eyewitnesses who experienced the Holocaust as children and young adults. Recent political, social, and cultural developments have facilitated a more nuanced and complex understanding of the continuities and discontinuities in representations of the Holocaust. People are beginning to realize the significant r...

Dealing with a Rising Power

Download PDF for free from: http://martenscentre.eu/publications/dealing-rising-power-turkeys-transformation-and-its-implications-eu Turkey's growing assertiveness on the international stage, difficulties with EU accession, rapidly rising economy, and the long and controversial reign of the Justice and Development Party (AKP) are all necessitating a need for analysis. The present study of the Centre for European Studies presents two papers which look at Turkey and the AKP from different perspectives. Svante Cornell's paper argues that AKP has moved away from democratic reforms and that Turkey's 'zero problems with the neighbours' approach to international relations has failed. Gerald Knaus maintains that the AKP and the EU's influence on Turkey have effected radical changes in the balance of power between the military and civilian actors, thus bringing Turkey somewhat closer to Western democratic standards. Both authors advocate continued EU engagement with Turkey, irrespective of the progress of accession negotiations.

Experiencing Europeanization in the Black Sea and South Caucasus

The book series European Studies in the Caucasus offers innovative perspectives on regional studies of the Caucasus. By embracing the South Caucasus as well as Turkey and Russia, it moves away from a traditional viewpoint of European Studies that considers the countries of the region as objects of Europeanization. This second volume demonstrates this by looking into forms of inter-regionalism in the Black Sea–South Caucasus area in fields of economic cooperation, Europeanization of energy and environmental policies, discussing how the region is addressed in the elaboration of a new German Eastern Policy. In the section on norm diffusion, the contributors assess the normative power strategy of the EU and its paradoxes in the region, its impact on civil society development in Armenia, and democracy promotion in Georgia. In the section on legal approximation, issues of a global climate change regime and competition law in Georgia as well as penitentiary governance reform in the South Caucasus according to EU standards and policies are analyzed. All contributions also review regional or local contestations for the topics discussed here.

Redefining Transatlantic Security Relations

Redefining Transatlantic Security Relations

The transatlantic security relationship has been at the heart of cooperation since the onset of the Cold War and has been the foundation on which the stability of Europe has been built. But the post-Cold War period has raised major challenges for transatlantic relations as well as new security threats, such as terrorism, organized crime and drug trafficking. These are fresh concerns in the sense that they have not been previously regarded as matters for US-European cooperation. Recent events such as the 1999 war in Kosovo, the European Union's decision to create a Rapid Reaction Force and the US policy of proceeding with a ballistic missile defence capability have all contributed to tensions in transatlantic relations. The transatlantic relationship has entered a new and highly uncertain period. This book looks at the three main facets of the transatlantic security relationship: the defense of Europe, global challenges, and new security threats.

The communist world was supposed to have had its ‘revolution’ in 1989. But the demise of the Soviet Union came two years later, at the end of 1991; and then, perplexingly, a series of irregular executive changes began to take place the following decade in countries that were already postcommunist. The focus in this collection is the changes that took place in Serbia, Georgia, Ukraine and Kyrgyzstan between 2000 and 2005 that have together been called the ‘coloured revolutions’: of no particular colour in Serbia, but Rose in Georgia, Orange in Ukraine and Tulip in Kyrgyzstan. Apart from exploring political change in the ‘coloured revolution’ countries themselves, the contributors ...
