This book was born out of the need to ‘capture’ the experience and understanding of the regeneration management process that is neither UK centric nor centred exclusively on urban areas. Leading governance theorist Jonathan S. Davies develops a rich comparative analysis of austerity governance and resistance in eight cities, to establish a conjunctural perspective on the rolling crises of neoliberal globalism. Drawing on a major international study of eight cities, Davies employs Gramscian regime analysis to consider the consolidation, weakening and transformation of urban governance regimes through the age of austerity. He explores how urban governance shapes variations in austere neoliberalism, tackling themes including collaboration, dominance, resistance and counter-hegemony. This book is the result of a research-action on the conditions of the citizen participation in the policies of urban regeneration in response to a survey ordered by the minister in charge of the "policy of the large cities" within the Belgian federal government. This research-action, coordinated by the team Habitat and Development of the unit of urbanism and territorial development of the UCL, was carried out in partnership with four associated members of the HaCER network (Habitants Citoyens d'Europe en Réseau), the Neighbours association of Trinitat Nova, Barcelona (Spain), the Estate Management Board of Bloomsbury, Birmingham (UK), the Stadttleilgruppe of Tenever, Bremen (Germany), the Unione Borgate, Rome (Italy) as well as the Maritime Quarter Committee in Molenbeek-St-Jean (Belgium). Beyond these 5 testimonies of participation’s experiments, research makes it possible to better seize the articulation between the practices and the institutional environment in which the participation evolves.
