The Canadian Senate in Bicameral Perspective is the first scholarly study of the Senate in over a quarter century and the first analysis of the upper house as one chamber of a bicameral legislature. David E. Smith's aim in this work is to demonstrate the interrelationship of the two chambers and the constraints this relationship poses for Senate reform. He analyses past literature on the Senate and current proposals for reform - such as a Triple-E Senate - and compares Canada's upper chamber with those of Australia, the United States, Germany, and the United Kingdom, noting a revival of interest in Canada and abroad in upper chambers and bicameralism. Drawing on parliamentary debates and committee reports, as well as a range of broad secondary sources, The Canadian Senate in Bicameral Perspective examine the Canadian Senate within the international context, shedding light on its role as a political institution and arguing for a renewed investigation into its future.
The Message of POWER SHIFT: Fed up with politics-as-usual? Most Canadians are. They (83%) want their MP to represent them and not a party in the House of Commons. Political parties, however, do not consider reforms that would shift significant power from them to citizens. Canadian federalism, as a particular form of political organization for a complex society—with multiple economic, political, geographic, cultural, and national divides—faces important challenges. The political realignment that brought the Conservative Party to power in the last quinquennium has set in motion a significant transformation of the Canadian state and its federal system of governance. The contributors in this collection focus on three recurrent themes: the issues arising from the management of ethno-cultural diversity; the existence of internal nations in Canada (the First Nations and the Quebec nation in Quebec), the presence of linguistic minorities (French and English), and the questions of identity linked to citizenship in a federal context that allows for the presence of multiple loyalties; and the specific challenges raised by globalization and the extension of economic integration, particularly between the United States and Canada. This collection of studies on the role of the state reveals that our understanding of the evolution of the Canadian state, and of the ensuing impact on federalism and federal-provincial relations, is not as complete as it should be.

The twelve papers in this third volume of the research program for the Romanow Commission offer a detailed analysis of the governance of health care in Canada from the perspective of constitutionalism, intergovernmental relations, and societal context. In the first section, the authors deal with the formal division of powers regarding health care as outlined in the Canadian constitution and the Charter of Rights and Freedoms. The second section outlines the strengths and weaknesses of the intergovernmental governance of health care. Finally, the third section focuses on governance of health care outside of the governmental sphere. The theme that resonates throughout the contributions - and which is in itself a call for deeper analysis - is that health care governance has become locked in a cycle of mutual recrimination, blame assigning, and blame avoidance from the federal and provincial levels right down to the level of the individual citizen.
Polarization is widely diagnosed as a major cause of the decline of evidence-based policy making and public engagement-based styles of policy making. It creates an environment where hardened partisan viewpoints on major policy questions are less amenable to negotiation, compromise or change. Polarization is not a temporary situation – it is the “new normal.” Public Policy, Governance and Polarization seeks to provide a theoretical foundation for scholars and policy makers who need to understand the powerful and often disruptive forces that have arisen in Europe and North America over the past decade.
