La pandemia de la covid-19 no ha terminado y según parece llegó para quedarse, por lo menos por un buen tiempo. Sus efectos siguen impactando en todo el mundo. ¿Nos cambió la vida?, ¿nos hizo mejores?, ¿nos ha servido de algo?, ¿podemos sacar algo positivo de ello? Estas y otras preguntas han surgido durante los últimos meses, después de constatar que esta enfermedad es global y nos afecta a todos —no por igual, pues esto no es así—, pero también ha servido para demostrar la fragilidad humana. Uno de los efectos de este acontecimiento fue la necesidad de reflexionar y comunicarnos. De eso trata este trabajo colectivo. Las reacciones vividas por un grupo de personas que compartieron —hace más de 25 años— espacio y tiempo, en una institución escolar formadora de periodistas. Desde su lugar de residencia, desde su ámbito profesional o familiar, desde su realidad concreta, cada uno decidió colaborar en este aporte colectivo a través de la reflexión, la interrogación, el recurso fotográfico, el análisis, la entrevista. Un mosaico de reacciones muy humanas al efecto de la pandemia.

Abstract: Creditor-friendly laws are generally associated with more credit to the private sector and deeper financial markets. But laws mean little if they are not upheld in the courts. The authors hypothesize that the effectiveness of creditor rights is strongly linked to the efficiency of contract enforcement. The Russian Flat Tax Reform

Russia dramatically reduced its higher rates of personal income tax (PIT) in 2001 establishing a single marginal rate at the low level of 13 percent. In the following year, real revenue from the PIT actually increased by about 26 percent. This 'flat tax' experience has attracted much attention (and emulation) among policymakers, making it perhaps the most important tax reform of recent years. But it has been little studied. This paper asks whether the strong revenue performance of the PIT was itself a consequence of this reform, using both macro evidence and, in particular, micro-level data on the experiences of individuals and households affected by the reform to varying degrees. It concludes that there is no evidence of a strong supply side effect of the reform. Compliance, however, did improve quite substantially-by about one third according to our estimates-though it remains unclear whether this was due to the parametric reforms or to accompanying changes in enforcement.
