"This course by Jochen Frowein, directeur of the Max Planck Institute for Comparative Public Law and International Law in Heidelberg, is devoted to an issue that has become increasingly prominent in the past decades. Until about 1970 it was agreed that international law, as far as violations and counter-measures were concerned, operated in a bilateral relationship between a State that violated international law and a victim-State. Around 1970, things changed. This course is concerned with the study of the possibilities for States that are not directly the victims of a violation of international law to take some reaction against it. In the first chapter, Professor Frowein gives an outline of the constitutionalization of the international community. He then studies the third State reactions under the United Nations Charter. In what follows he examines the possible reactions within the framework of different treaty systems. Professor Frowein also analyses the reactions to violations of obligations erga omnes.
