A Critical Analysis of Basic Income Experiments for Researchers, Policymakers, and Citizens
At least six different Universal Basic Income (UBI) experiments are underway or planned right now in the United States, Canada, the United Kingdom, Finland, and Kenya. Several more countries are considering conducting experiments. Yet, there seems to be more interest simply in having UBI experiments than in exactly what we want to learn from them. Although experiments can produce a lot of relevant data about UBI, they are crucially limited in their ability to enlighten our understanding of the big questions that bear on the discussion of whether to implement UBI as a national or regional policy. And, past experience shows that results of UBI experiments are particularly vulnerable misunderstanding, sensationalism, and spin. This book examines the difficulties of conducting a UBI experiment and reporting the results in ways that successfully improve public understanding of the probable effects of a national UBI. Evaluation of German Active Labour Market Policies and their Organisational Framework
For selected target groups, such as unemployed and disadvantaged youth, Christoph Ehlert demonstrates that flexible and well-targeted programmes significantly improve employment chances. To be effective, these programmes must combine individual coaching, classroom training and temporary work. Apart from the programmes, the organisational framework in which the programmes are allocated also influences the outcome. The author shows that the introduction of customer service centres, that streamlined the customers through the counselling and placement process, helped little in bringing unemployed back to work, while the introduction of action programmes even worsened the situation for the unemployed and job-seekers. Whereas the introduction of new placement software in German employment agencies led to an increase in regular employment and to more sustainable placements that exhibit longer tenures.
Guaranteed Minimum Income Schemes in Europe: Landscape and Design
This paper provides an overview of the design of means-tested Guaranteed Minimum Income schemes, which constitute an important component of social protection systems in European countries. It discusses how key design features differ across countries, including how countries balance the primary objective of poverty alleviation against the desire to both manage the work disincentives inherent in such programs and contain fiscal cost. The analysis finds a clear trade-off between both concerns in practice, with many countries combining low generosity with low benefit withdrawal rates (BWRs) thus prioritizing employment incentives over the primary objective of poverty alleviation. Many countries can reduce this trade off by combining higher generosity with higher BWRs. Countries with very high BWRs should consider reducing these, including through allowing income disregards and time dependent (rather than income-dependent) benefit withdrawal. The work disincentives associated with higher BWRs can also be attenuated through strengthening complementary activation policies that incentivize and support participation in the labor market.
