Educational Oases in the Desert

During the late nineteenth and early twentieth centuries, the Alliance Israélite Universelle (AIU), a Paris-based Jewish organization, founded dozens of primary schools throughout the Middle East. Many were the first formal educational institutions for local Jewish children. In addition to providing secular education, the schools attempted to change local customs and "regenerate" or "uplift" communities. Educational Oases in the Desert explores the largely forgotten history of the AIU's schools for girls in Ottoman Iraq. Drawing on extensive archival research, Jonathan Sciarcon argues that teachers viewed female education through a gendered lens linked to their understanding of an ideal modern society. As the primary educators of children, women were seen as society's key agents of socialization. The AIU thus concluded that its boys' schools would never succeed in creating polished, westernized men so long as women remained uneducated, leading to the creation of schools for girls. Sciarcon shows how headmistresses acted not just as educators but also as models of modernity, trying to impart new moral and aesthetic norms onto students.

This book uses transnational history to explain the formation of modern schools in a territory that lacks modern education. The emergence of modern Jewish education in Ottoman Palestine resulted from European actors and networks' infiltration of educational concepts due to several unique elements. One of them was the activity of transnational networks and actors. The other factor is the important place of education in shaping reality in the Jewish and Hebrew discourse. The area of Ottoman Palestine was almost devoid of modern education, so it is possible to examine the ways of transferring educational concepts. Historians can diagnose the starting point and locate the actors’ biographies and journeys. The book discusses and discovers several themes, such as molding five portraits of modern Jewish and Hebrew education graduates and the function of the school as a medical site due to the shortage of public health policy.

Too Weak to Govern investigates the power of the majority party in the United States Senate through a study of the appropriations process over a period of nearly four decades. It uses quantitative analysis, case studies, and interviews with policy makers to show that the majority party is more likely to abandon routine procedures for passing spending bills in favor of creating massive 'omnibus' spending bills when it is small, divided, and ideologically distant from the minority. This book demonstrates that the majority party's ability to influence legislative outcomes is greater than previously understood but that it operates under important constraints. However, the majority generally cannot use its power to push its preferred policies through to approval. Overall, the weakness of the Senate majority party is a major reason for the breakdown of the congressional appropriations process over the past forty years.
