Las tecnologías de la información y de la comunicación (TIC) se han convertido en el fundamento tecnológico de un nuevo tipo de sociedad. A pesar de que la presencia social de las TIC es reciente, en el campo de las ciencias sociales se están desarrollando un buen número de investigaciones que analizan las consecuencias que el impacto de estas tecnologías tiene a largo plazo y los cambios en las estructuras económicas, sociales y politicoadministrativas que pueden resultar de ello.
