Tracing Productivity Growth Channels in the UK
What drove the UK productivity slowdown post-GFC, and how is the post-Covid recovery expected to differ? This paper traces the sources of TFP growth in the UK over the last two decades through the lens of a structural model of innovation, using registry data on the universe of firms. The dominant innovation source in the pre-GFC decade were improvements by incumbent firms on their own products, whereas creation of new varieties by entrants took a leading role post-GFC. In the Covid recovery, survey data suggests that creative destruction (i.e., innovation replacing other firms’ products) is expected to gain importance. This emphasizes the need for growth policies that facilitate labor and capital reallocation across firms, in addition to R&D support.
Contemporary Belarus
Belarus is unique among the states of the former Soviet bloc, in that after a decade of transition', the country remains stalled' and backward-oriented. Political and economic changes are characterised by half-measures, and recently a new suppression of dissent has been introduced; the country balances between the prospect of democracy and a retreat to authoritarianism. These developments contrast starkly with the many democratic changes in neighbouring states and suggest a possible alternative path for future development in Eastern Europe. This book provides a thorough overview of current developments in Belarus. It looks at historical, political, economic and social changes, and at international relations, especially relations with Russia and the European Union, considering all these factors both in their domestic and international contexts and defines the type of democracy, if any, which exists in Belarus, exploring the prospects for further democratisation.
The International Economic Crisis and the Post-Soviet States
At first, it seemed as if the international financial crisis that broke out in 2008 would have little effect in Russia and the other post-Soviet states. But, by the end of the year, growth was slowing, banks were reluctant to lend, share values had collapsed and unemployment was rising inexorably. The stability of the Putin leadership, it appeared, had been built on the turnaround in economic performance that it had managed to achieve over more than a decade. How would it cope with a sudden reversal? In Ukraine, living standards fell even more sharply. In Belarus, there were fewer obvious signs of economic difficulty, but it could hardly be unaffected by the performance of its major trading partners. Drawing on a wide range of evidence, an international group of scholars address the impact of the international financial crisis in the post-Soviet states and the continuing implications of the crisis for these countries themselves and for the wider world. This book was published as a special issue of the Journal of Communist Studies and Transition Politics, now known as East European Politics.
Belarus in the Twenty-First Century
This book presents a comprehensive overview of current developments in Belarus. It explores how there has been an upswelling of popular support for the idea that Belarus must change. It highlights how the old regime, aiming to retain the Soviet legacy, reluctant to reform, presiding over worsening economic conditions and refusing to take measures to cope with the Covid-19 pandemic, has been confronted by increasing bottom-up social mobilisation which demands a transformation of state-society relations and a new sense of Belarusian peoplehood.
