Rethinking Public Governance

Contributions for this volume are based on the conference "Rethinking Public Governance" held in Budapest at Hungary's National University of Public Service within the framework of the Transatlantic Policy Consortium (TPC) in 2015. The papers cover a range of topics, including the importance of education and of efficient management of government resources for successful democracy building processes, analysis of formality and informality in public administration, and analysis of select ethnic minority problems. The papers represent various approaches connecting research and policy. Dr. Tibor Babos is a chief government advisor on security policy at the Prime Minister's Office, Hungary. Dr. Sameeksha Desai is an associate professor at Indiana University, School of Public & Env. Affairs. Dr. Andreas Knorr is professor of economics at the German University of Administrative Sciences Speyer.

The Gamification of Citizens' Participation in Policymaking

This book examines the use of game elements to encourage citizens to participate in political decision-making and the planning of large-scale public sector projects. It argues that success is based on a personal concern with the project and a belief in the influence on political decision making, but also on fun. Without fun, only a very small group of the ‘usual suspects’ will participate, especially in classic policymaking approaches like citizens’ panels which require time and physical attendance. The book also examines the relationship between representative democracy and citizen participation from the perspective of direct democratic instruments in Germany. Readers from different countries with different political systems can decide for themselves, if and how the results from Germany are transferable to their respective conditions. Grounded in theoretical literature and statistical data, the book also makes use of narratives, applying a ‘storytelling’ approach to the case studies.

Open Participatory Security

Our modern security systems have recently come under a lot of criticism: as too bureaucratic and unadaptable, too secretive and untrustworthy, and too obsessed with information technology rather than human needs. Yet listing failures is easy; security is never perfect. The question is why current approaches fail and whether there are viable alternatives. The root of their shortcomings is in the interaction of the very pillars of our security system in the contemporary context. While our enemies have adopted the technologies of the Information Age, changing how they organize and fight, these same technologies have only created more vulnerabilities for states. Governments have been generally u...

The ninth edition of Public Administration: Understanding Management, Politics, and Law in the Public Sector grounds students in the fundamentals of public administration while embracing its complexity. It describes, explains, and analyzes public administration through the lenses of three well-established perspectives: management, politics, and law. In addition to thoroughly refreshed examples and case studies, significant updates to this new edition include the following: The discussion of management has been collapsed into a single category, contemporary public management, to better reflect the blending of traditional/orthodox and new public management approaches in the field. Significant ...
