There are ink illustrations in black and white with blue watercolor paint. The text is typewritten and there is a definition of "circadian rhythm." The Coming Spring
Zeromski's last novel tells the story of Cezary Baryka, a young Pole who finds himself in Baku, Azerbaijan, a predominantly Armenia city, as the Russian Revolution breaks out. He becomes embroiled in the chaos caused by the revolution, and barely escapes with his life. Then, he and his father set off on a horrendous journey west to reach Poland. His father dies en route, but Cezary makes it to the newly independent Poland. Here he struggles to find his place in the turmoil of the new country. Cezary sees the suffering of the poor and the working classes, yet his experiences in the newly formed Soviet Union make him deeply suspicious of socialist and communist solutions. Cezary is an outsider among both the gentry and the working classes, and he cannot find where he belongs. Furthermore, he has unsuccessful and tragic love relations. The novel ends when, despite his profound misgivings, he takes up political action on behalf of the poor.

Książka zawiera podsumowanie podjętego z rozmachem projektu badawczego poświęconego władzy wykonawczej w Polsce. Autorzy nie ograniczyli się do analizy wywiadów przeprowadzonych z przedstawicielami rządowej elity administracyjnej, lecz podjęli próbę pokazania mechanizmu podejmowania decyzji rządowych. Przyjrzeli się trzem ważnym decyzjom z wybranego okresu. Oba te aspekty – zewnętrzny i wewnętrzny – dopełniają się, dając obraz pracy administracji w relacji z otoczeniem społecznym oraz sieci zewnętrznych i wewnętrznych powiązań, co należy uznać za wielką zaletę badania. Miejsce administracji publicznej w systemie władzy to główne zagadnienie opisu funkcjonowania współczesnego państwa, zwłaszcza że w obrębie instytucji władzy obserwujemy obecnie przeniesienie środka ciężkości w stronę egzekutywy. Ważne jest więc, aby w rządzeniu uczestniczyła administracja o wysokim poziomie merytorycznym i aby relacje łączące ją ze społeczeństwem gwarantowały demokratyczny charakter tego procesu. Mamy zatem szansę zapoznać się z pracą ważną, dotykającą zarówno kwestii istotnych dla Polski, jak i kluczowych problemów teoretycznych.
