The United States is being confronted by the liabilities of its strength. Competitors are finding avenues for threatening U.S. interests without triggering escalation. Their approaches lie in the contested arena between routine statecraft and open warfare—the "gray zone." The United States has yet to articulate a comprehensive approach to deterring competitors in the gray zone. A concrete and actionable campaign plan is needed to deal with the gray zone challenge; in order to do so, the United States must identify and employ a broad spectrum of tools and concepts to deter, and if needed, to compete and win contestations in the gray zone.

This report is the first regional study in the CSIS Federated Defense series. The Federated Defense Project aims to shift the paradigm with key allies and partners from capacity building to a federated approach that would expand regional security and prosperity by joining regional allies and partners together in the pursuit of shared security objectives across the conflict spectrum. Federated defense should include forward-thinking strategies for how to develop and share capabilities and capacity, thereby more deeply integrating the US military with its allies and partners. In this report, the CSIS project team highlights six potential federated initiatives in the areas of humanitarian assistance and disaster relief, information and intelligence sharing, maritime security, undersea warfare, missile defense, and cyber security. Federated approaches such as these are vital to developing and integrating Asian security capabilities to manage emerging security challenges.
What are the implications for human society, and for our institutions of higher learning, of the discovery of a sophisticated extraterrestrial intelligence (ETI) operating on and around Earth? This book explores this timely question from a multidisciplinary perspective. It considers scientific, philosophical, theological, and interdisciplinary ways of thinking about the question, and it represents all viewpoints on how likely it is that an ETI is already operating here on Earth. The book’s contributors represent a wide range of academic disciplines in their formal training and later vocations, and, upon reflection on the book’s topic, they articulate a diverse range of insights into how ETI will impact humankind. It is safe to say that any contact or communication with ETI will not be merely a game changer for human society, but it also will be a paradigm changer. It makes sense for human beings to prepare themselves now for this important transition.

This open access book aims to emphasize the potential for Japan, Europe and Indo-Pacific countries including the US to respond to shared domestic and international challenges on finding joint ways to uphold and develop the liberal international order (LIO) in the Asian Pacific region and the world. It explores how these countries and the region (the EU) can work together to promote solidarity and cooperation to advance democratic standards and rules-based norms globally. In 2015, Congress tasked the Department of Defense to commission an independent assessment of U.S. military strategy and force posture in the Asia-Pacific, as well as that of U.S. allies and partners, over the next decade. This CSIS study fulfills that congressional requirement. The authors assess U.S. progress to date and recommend initiatives necessary to protect U.S. interests in the Pacific Command area of responsibility through 2025. Four lines of effort are highlighted: (1) Washington needs to continue aligning Asia strategy within the U.S. government and with allies and partners; (2) U.S. leaders should accelerate efforts to strengthen ally and partner capability, capacity, resilience, and interoperability; (3) the United States should sustain and expand U.S. military presence in the Asia-Pacific region; and (4) the United States should accelerate development of innovative capabilities and concepts for U.S. forces.

This book develops a new approach to the analysis of civil-military relations by focusing on the effectiveness of the armed forces in fulfilling roles & missions, and on their efficiency in terms of cost. The approach is applied to the United States using official documents and interviews with policy-makers. In addition to analyzing the impact of defense reform initiatives over the past thirty years, the book includes the recent phenomenon of "contracting-out" security that has resulted in greater numbers of contractors in Iraq and Afghanistan than uniformed military personnel. While the book demonstrates that democratic civilian control of the military in the U.S. is not at issue, it reveals that there is little public control over Private Security Contractors due to a combination of the current restricted interpretation of what is an "inherently governmental function" and limited legal authority. This is despite the fact that PSCs have taken on roles and missions that were previously the responsibility of the uniformed military. Further, despite numerous efforts to redress the problem, current political and institutional barriers to reform are not likely to be overcome soon.
