Das Energieleitungsausbaunetz strebt auf der Basis von EU-Vorgaben den schnellstmöglichen Ausbau des Höchstleitungsnetzes an, um die im Norden Deutschlands im Bau befindlichen Offshore-Windparks und fossilen Kraftwerke mit den Lastzentren im Süden Deutschlands zu verbinden, gegebenenfalls unter Verwendung von Erdkabeln, wo dies aus landschaftsschutzrechtlichen Aspekten geboten erscheint.
