„Kadry określają wszystko. Po wyborze słusznej linii sukces zależy od pracy organizacyjnej i właściwego (…) doboru ludzi”. Ta krótka dyrektywa Stalina stała się zasadniczą wytyczną w praktycznej działalności politycznej wszystkich reżimów komunistycznych po II wojnie światowej. Celem badawczym tej książki jest analiza instrumentów, za których pomocą polscy komuniści usiłowali wdrażać w latach 1945-1956 system nomenklaturowy w najważniejszym dziale gospodarki narodowej – przemyśle. Analizie poddano m.in. intencje polityki kadrowej PPR/PZPR, rolę kierowników personalnych, wpływ na dobór kadr aparatu bezpieczeństwa, praktykę tzw. wysuwania na stanowiska kierownicze, stosowane metody kontroli i nadzoru pracowników umysłowych. Ważnym elementem analizy jest także stworzenie zbiorowego portretu tzw. nowej inteligencji i ustalenie, jaki był wpływ ówczesnej polityki kadrowej na sytuację ekonomiczną przedsiębiorstw.
