Since colonial rule, the island of Java served as Indonesia’s imagined centre and prime example of development, while the Outer Islands were constructed as the state’s marginalised periphery. Recent processes of democratisation and regional autonomy, however, have significantly changed the power relations that once produced the marginality of the Outer Islands. This book explores processes of political, economic and cultural transformations in Indonesia, emphasizing their implications for centre-periphery relations from the perspective of the archipelago’s ‘margins’. Structured along three central themes, the book first provides theoretical contributions to the understanding of mar...
Indonesia is experiencing an historic and dramatic shift in political and economic power from the centre to the local level. The collapse of the highly centralised Soeharto regime allowed long-repressed local aspirations to come to the fore. The new Indonesian Government then began one of the world's most radical decentralisation programmes, under which extensive powers are being devolved to the district level. In every region and province, diverse popular movements and local claimants to state power are challenging the central authorities. This book is the first comprehensive coverage on decentralisation in Indonesia. It contains contributions from leading academics and policy-makers on a wide range of topics relating to democratisation, devolution and the blossoming of local-level politics.
"The present study examines the preliminary effects of decentralisation on forests and estate crops in Kutai Barat district, East Kalimantan. It is one of nine district level case studies carried out during 2000 and early 2001 by the Center for International Forestry Research (CIFOR) in four provinces: Riau, East Kalimantan, Central Kalimantan, and West Kalimantan. The findings presented in these studies reflect the conditions and processes that existed in the study districts during the initial phase of Indonesia's decentralisation process"--P. viii.

"This paper presents a methodology to evaluate fiscal decentralization focusing on the potential mis-targeting of intergovernmental fiscal equalization transfers. The approach builds on an explicit comparison and the summary measurement of different (horizontal) allocation distributions across states or localities. Whereas formula-based fiscal transfers have the merit of being transparent and promoting revenue predictability in fiscal decentralization, in practice, two challenges emerge: (1) What are the appropriate formula designs given the sub-national data constraints evident in most decentralizing developing countries? and (2) How costly in terms of mis-targeting to the presumed expendit...
Following the enactment of Decentralization Laws No. 22/1999 and No. 25/1999, and several Forestry Ministry's decrees issued in 1999, district governments throughout Indonesia were given a greater authority to formulate local regulations over forest resources. The District Government of Tanjung Jabung Barat in Jambi took this opportunity to introduce three policies regarding small-scale timber utilization and forestry revenues. This report begins with a normative legal analysis and basic evaluation of these policies. It then explores the district's policy-making processes and mechanisms for implementing district regulations and describes the functions and roles of the relevant district insti...
