Documentation for the COVID-19 food trade policy tracker: Tracking government responses affecting global food markets during the COVID-19 crisis
In response to the COVID-19 crisis, some governments have implemented export restrictions and other trade policy measures to secure their food supply. This behavior can increase global food prices, with consequences including the exacerbation of hunger and income losses for producers in export-restrict-ing countries. Intergovernmental organizations and other actors need current information on food trade policy to curb detrimental reactive policy and enable cooperation. To address this need, we provide the COVID-19 Food Trade Policy Tracker. Gathering data from sources including the media, national gov-ernments, expert input, the OECD, and the IMF, we provide up-to-date information on food trade poli-cies implemented during the COVID-19 crisis and the likely magnitude of their effects.
The Russia-Ukraine conflict and global food security
When Russia invaded Ukraine in February 2022, sparking fears of a global food crisis, IFPRI responded rapidly to the need for information and policy advice to address the crisis. From the first moments of the conflict, a new IFPRI blog series provided critical information and insights into the impacts on food security, caused by rising food, fertilizer, and fuel prices and trade disruptions, for vulnerable countries and regions. This book is a compilation of those blog posts, which include analysis of trade flows, tracking of food prices and policy responses, and results of impact modeling. Together, they provide an overview of how the crisis has progressed, how the international community and individual countries responded with efforts to ensure food security, and what we are learning about the best ways to ensure food security in the aftermath of a major shock to global food systems.

The upcoming WTO Ministerial in November 2021 will once again provide WTO Members with an opportunity to address and reform agricultural domestic support. The Russia-Ukraine crisis: Implications for global and regional food security and potential policy responses
This paper analyzes the implications of the Russian-Ukraine crisis on global and regional food security. We start with a global vulnerability analysis to identify most vulnerable regions and countries. The Middle East and North Africa (MENA) region is particularly vulnerable to trade shocks because of its high food import dependence. Thus, we provide descriptive evidence characterizing how food systems and policies impact vulnerability to the price shock in selected MENA countries: Egypt, Sudan, and Yemen. Agriculture, development, and the global trading system: 2000– 2015
This book is devoted to the complex relationship between the global trading system and food security, focusing on two important elements: the Doha Development Agenda (DDA) and how food price volatility can be managed, or not, through trade instruments. The first section of the book is based on the premise that more trade integration can fight poverty and alleviate hunger. The second section examines whether managing price volatility is doable through more or less trade integration. This section deals in particular with policy instruments available for policy makers to cope with price volatility: food stocks, crop insurance, and export restrictions. Analysis concludes that without a strong and efficient World Trade Organization (WTO) capable of conducting ambitious trade negotiations, the food security target will be much more difficult to hit.

In response to the Ukraine-Russia crisis, as it was the case in previous crisis (e.g.COVID19 pandemic), some governments have implemented export restrictions and other trade policy measures to secure their food supply and protect inputs for their farmers. This behavior can increase global food prices, with consequences including the exacerbation of hunger and income losses for producers in exportrestricting countries. Intergovernmental organizations and other actors need current information on food trade policy to curb detrimental reactive policy and enable cooperation. To address this need, we provide the Food & Fertilizer Export Restriction Tracker, an extension of the previous work of food trade policy tracking done during COVID-19 pandemic. Gathering data from sources including the media, national governments, expert input, we provide up-to-date information on food trade policies implemented during the crisis and the likely magnitude of their effects.
Prioritization of types of investments: Operational tools for MCC agricultural investments
This report answers the question: “What guidelines can be used to identify the types of agricultural investments that have the highest economic return, where “agriculture” is broadly defined to include primary production, handling, storage, transportation, distribution, processing, and retailing?” Using the literature and MCC’s ERR analyses, we explain how agricultural investments fit in a wider development context, identify information useful to MCC’s decision making that is not provided by the ERR analyses, and suggest IFPRI tools for exploratory and ex-ante evaluative analysis that MCC can use in their decision-making process.
COVID-19 and global food security: Two years later
Two years after the onset of the COVID-19 pandemic, the health, economic, and social disruptions caused by this global crisis continue to evolve. The impacts of the pandemic are likely to endure for years to come, with poor, marginalized, and vulnerable groups the most affected. In COVID-19 & Global Food Security: Two Years Later, the editors bring together contributions from new IFPRI research, blogs, and the CGIAR COVID-19 Hub to examine the pandemic’s effects on poverty, food security, nutrition, and health around the world. This volume presents key lessons learned on food security and food system resilience in 2020 and 2021 and assesses the effectiveness of policy responses to the crisis. Looking forward, the authors consider how the pandemic experience can inform both recovery and longer-term efforts to build more resilient food systems.
Guatemala: The impact of COVID-19 and preliminary policy implications: Interim report
As most countries in the world Guatemala has been affected by COVID-19. In January 2020 the country decreed travel bans from China, which were later expanded to other countries. Still, Guatemala had the first confirmed COVID case in March 13 and the first death in March 15.
