Seeds of Mobilization

South Korea is sometimes held as a dream case of modernization theory, a testament to how economic development leads to democracy. Seeds of Mobilization takes a closer look at the history of South Korea to show that Korea’s advance to democracy was not linear. Instead, while Korea’s national economy grew dramatically under the regimes of Park Chung Hee (1961–79) and Chun Doo Hwan (1980–88), the political system first became increasingly authoritarian. Because modernization was founded on industrial complexes and tertiary education, these structures initially helped bolster the authoritarian regimes. In the long run, however, these structures later facilitated the anti-regime protests...

Education Achievements and School Efficiency in Rural Bangladesh

Two of the largest World Bank investment projects in Bangladesh are the general education project and the female secondary scholarship and assistance project. This paper evaluates the expected results of these educational projects using the household and school survey data recently collected in rural Bangladesh. Bangladesh spends only 2 percent of its GNP on education, compared to 3.2 percent in an average low-income country and 6 percent in an average high-income country. Low investment in education results in low literacy (only 35 percent), which in turn results in low productivity, low incomes, poor health, and, above all, high population growth. To counter these trends, Bangladesh has in...

Latin America and the Middle East are two of the most important regions of the South and the world, yet they have hardly been studied comparatively in social sciences. This book attempts to fill this gap in the literature through a study of civil society-state relations in Bolivia and Egypt focusing on empowered participatory institutions. Not only are these institutions important in their own right in terms of the amount of resources allocated to them, but they are an important illustration of a rising model of governance and development based on state-civil society cooperation. The study not only helps us understand the nuanced relationship between state and citizen under neoliberalism, but also gives us insights into issues of major theoretical and practical importance, specifically the impact of social reform on processes of democratization, social inclusion, and equity.

Managing Transboundary Stocks of Small Pelagic Fish

This booklet examines the efforts of Bangladesh, Malawi, and Pakistan to increase the number of girls in school. These three countries have severe problems of access to education, ranking in the bottom third of developing countries on UNESCO's Basic Education Index. The document addresses several issues, including how governments grapple with the deep-seated cultural, institutional, and political factors that underlie the gender disparity in access to school, how parents and communities feel about these attempts, and what impact the reform efforts have on the people involved in managing and running the school system. It also follows the lives of some of the girls who have benefited from the reforms.

The Diffusion of Information Technology

World Bank Discussion Paper No. 281.This study examines the best practices of eight OECD countries--Canada, Germany, Ireland, Japan, the Netherlands, Sweden, the United Kingdom, and the United States--in designing national policies and programs to accelerate the effective use of information technology in support of industrial competitiveness. New technologies in computing, communications, and multimedia are changing the competitive advantage of industries, services, and entire economies. Enterprises must therefore increase their technological development and education through government assistance. The emerging experience is rich and diverse. The study draws on the tacit knowledge of the designers and implementors of national policies and programs to establish key rules-of-thumb for future programs. The authors outline broad directions for adapting these practices to the conditions of developing countries.

Case Studies in War-to-peace Transition

World Bank Discussion Paper No. 331. With the assistance of Emilio Mondo, Taimi Sitari, and Tadesse A. Woldu. Provides a detailed analysis of the intricate nature of the political, economic, and sociocultural issues that arise during the transition from war to peace in Ethiopia, Namibia, and Uganda. These countries offer a unique range of conditions and program models, as well as a variety of successes and failures from which to learn. A recently released overview, The Transition from War to Peace in Sub-Saharan Africa (Stock no. 13581; ISBN 0-8213-3581-2), is based on these country studies and a synthesis of reports of demobilization and reintegration programs in several other countries.
