Adapting to an Uncertain Climate

Climate change highlights the challenges for long-term policy making in the face of persistent and irreducible levels of uncertainties. It calls for the development of flexible approaches, innovative governance and other elements that contribute to effective and adaptive decision-making. Exploring these new approaches is also a challenge for those involved in climate research and development of adaptation policy. The book provides a dozen real-life examples of adaptation decision making in the form of case studies: · Water supply management in Portugal, England and Wales and Hungary · Flooding, including flood risk in Ireland, coastal flooding and erosion in Southwest France, and flood management in Australia’s Hutt River region · Transport and utilities, including the Austrian Federal railway system, public transit in Dresden, and Québec hydro-electric power · Report examining communication of large numbers of climate scenarios in Dutch climate adaptation workshops.

Experts offer theoretical and empirical analyses that view the regulation of transboundary air pollution as a dynamic process. Governing the Air looks at the regulation of air pollution not as a static procedure of enactment and agreement but as a dynamic process that reflects the shifting interrelationships of science, policy, and citizens. Taking transboundary air pollution in Europe as its empirical focus, the book not only assesses the particular regulation strategies that have evolved to govern European air, but also offers theoretical insights into dynamics of social order, political negotiation, and scientific practices. These dynamics are of pivotal concern today, in light of emergin...

Workshop on Review and Assessment of European Air Pollution Policies

The development of European policies on air pollution prevention is currently in an intensive phase. The European Commission Clean Air for Europe (CAFE) programme is preparing an air pollution strategy and the Convention on Long-range Air Pollution may start a review of the Gothenburg Protocol during 2005. On the 25th-27th of October 2004 a workshop on review and assessment of the scientific basis and tools employed in this policy work was held to provide guidance to the policy development. Future needs of scientific support in a longer perspective were also discussed. A large part of the workshop was focussed on the role of airborne particles. Human health effects caused by exposure to airb...

Health Effects of Transport-related Air Pollution

Diseases related to the air pollution caused by road transport affect tens of thousands of people in the WHO Europe region each year. This publication considers the policy challenges involved in the need to reduce the related risks to public health and the environment, whilst meeting socio-economic requirements for effective transport systems. It sets out a systematic review of the literature and a comprehensive evaluation of the health hazards of transport-related air pollution, including factors determining emissions, the contribution of traffic to pollution levels, human exposure and the results of epidemiological and toxicological studies to identify and measure the health effects, and suggestions for policy actions and further research.

The Dawn of Dutch

The Dawn of Dutch

The Low Countries are famous for their radically changing landscape over the last 1,000 years. Like the landscape, the linguistic situation has also undergone major changes. In Holland, an early form of Frisian was spoken until, very roughly, 1100, and in parts of North Holland it disappeared even later. The hunt for traces of Frisian or Ingvaeonic in the dialects of the western Low Countries has been going on for around 150 years, but a synthesis of the available evidence has never appeared. The main aim of this book is to fill that gap. It follows the lead of many recent studies on the nature and effects of language contact situations in the past. The topic is approached from two different angles: Dutch dialectology, in all its geographic and diachronic variation, and comparative Germanic linguistics. In the end, the minute details and the bigger picture merge into one possible account of the early and high medieval processes that determined the make-up of western Dutch.
