Gender Imbalance in Public Sector Leadership

Women are still underrepresented as public-sector organizational leaders, despite comprising half of the United States public-sector workforce. To explore the factors driving gender imbalance, this Element employs a problem-driven approach to examine gender imbalance in local government management. We use multiple methods, inductive and deductive research, and different theoretical frames for exploring why so few women are city or county managers. Our interviews, resume analysis and secondary data analysis suggesting that women in local government management face a complex puzzle of gendered experiences, career paths and appointment circumstances that lend insights into gender imbalanced leadership in this domain.

Public management scholars over the past decade have shed significant light on ineffective rules or ldquo;red tape.rdquo; This article takes a different approach by conceptualizing a theory of green tape or effective rules. The theory argues that the probability of rule effectiveness depends on the combined presence of (1) written requirements, (2) with valid means-ends relationships, which (3) employ optimal control, (4) are consistently applied, and that have (5) purposes understood by stakeholders. A study of city employees provides the data for theory development and testing. The resulting theory emphasizes technical proficiency and stakeholder cooperation in effective rule design and implementation.

A significant body of evidence suggests that bureaucratized organizations provide greater career rewards to women than do less bureaucratized organizations. Beyond career rewards, are there ways that bureaucracy can benefit organizational women? This study explores potential answers to this question by examining perceptions of bureaucracy held by public employees. Analyzing qualitative and quantitative data collected from the employees of four cities in a Midwestern state, the study detects pronounced gender differences in perceptions of bureaucracy, particularly with regards to legitimacy, efficiency, equity and control.
