As they provide a negotiating space for a diversity of interests, Multi-Stakeholder Platforms (MSPs) are an increasingly popular mode of involving civil society in resource management decisions. This book focuses on water management to take a positive, if critical, look at this phenomenon. Illustrated by a wide geographical range of case studies from both developed and developing worlds, it recognizes that MSPs will neither automatically break down divides nor bring actors to the table on an equal footing, and argues that MSPs may in some cases do more harm than good. The volume then examines how MSPs can make a difference and how they might successfully co-opt the public, private and civil-society sectors. The book highlights the particular difficulties of MSPs when dealing with integrated water management programmes, explaining how MSPs are most successful at a less complex and more local level. It finally questions whether MSPs are - or can be - sustainable, and puts forward suggestions for improving their durability.

The Proceedings of the Symposium at World Water Day, 2001 presents a discussion of dams and dikes. Various speakers considered the benefits and drawbacks of dams, and there was discussion about why it is that people are against dams in specific situations, and how such situations may be resolved. Solutions are suggested to such controversies. These proceedings contain the full text of the presentations. They will be a useful resource for decision-makers and planners of future projects. This work highlights the international nature of these important hydraulic engineering strucures and both their technology and social implications.

Conflict and Cooperation on the Scheldt River Basin

More than 200 major river basins are shared by two or more countries and, together, these basins account for about 60% of the earth's land area, constituting a significant portion of the world's fresh water resources. They are thus both a significant asset to the nations sharing them, as well as a potential source of conflict. This book presents a generic framework for the analysis of decision making on international river issues. It emphasises the strategic character of the interactions between the basin states and addresses learning and institutionalization processes, taking account of the influence of the context on the decision making process. The case of the river Scheldt covers negotia...

Water is essential for all aspects of life. Managing water is a challenging task, particularly in shared water basins that host more than half of the world's population. National sovereignty and security considerations have long constrained the reasonable, equitable and sustainable utilization of international water courses. With post-Cold War democratization and globalization on the rise, domestic actors have an increasingly important role to play in national decision-making and traditional foreign policy debates. This change entails new threats but also presents new opportunities for ensuring international water security.
