'When I was close to Kathleen I felt I was near a Saint' Bro Conway.This quote comes from Christian Brother Anselm Conway who came to know orphaned Kathleen Kilbane in a TB sanatorium in Ballinrobe, Co Mayo in 1940's Ireland.Bro Conway wrote a remarkable account of the last fifteen months of her life which is published as 'No More Tears in My Eyes'. Strengthening Post-Crisis Fiscal Credibility
Institutions aimed at constraining policy discretion to promote sound fiscal policies are once again at the forefront of the policy debate. Interest in “fiscal councils,” independent watchdogs active in the public debate, has grown rapidly in recent years. This paper presents the first cross-country dataset summarizing key characteristics of fiscal councils among IMF members. The data documents a surge in the number of fiscal councils since the crisis. It also illustrates that well-designed fiscal councils are associated with stronger fiscal performance and better macroeconomic and budgetary forecasts. Key features of effective fiscal councils include operational independence from politics, the provision or public assessment of budgetary forecasts, a strong presence in the public debate, and the monitoring of compliance with fiscal policy rules.

Independent Fiscal Councils: Recent Trends and Performance
Countries increasingly rely on independent fiscal councils to constrain policymakers’ discretion and curb the bias towards excessive deficits and pro-cyclical policies. Since fiscal councils are often recent and heterogeneous across countries, assessing their impact is challenging. Using the latest (2016) vintage of the IMF Fiscal Council Dataset, we focus on two tasks expected to strengthen fiscal performance: the preparation or assessment of forecasts, and the monitoring of compliance with fiscal rules. Tentative econometric evidence suggests that the presence of a fiscal council is associated with more accurate and less optimistic fiscal forecasts, as well as greater compliance with fiscal rules.
A Guide to the Birds of Panama
This is the first paperback version of the second edition of the popular A Guide to the Birds of Panama. In the second edition, published in 1989, the authors expanded information on the birds of Costa Rica, Nicaragua, and Honduras: approximately 200 new species were added to the material in the 1976 edition. Over 300 additional species, some of them Panamanian, were illustrated. Sixteen new plates were added, and three of the original plates were replaced by improved versions. Throughout the book changes were made to accommodate the explosion in knowledge of the birds of Panama and nearby areas and of neotropical birds in general. The basic sequence and systematics of the AOU 1983 Check-list were adopted. Also included in the revised edition was expanded and updated information on birdfinding in Panama, prepared with the assistance of two of Panama's best resident birders. The book also contains a special section outlining developments in Panama ornithology and conservation. We conceived the idea for this book after teaching a graduate seminar on 'Habitat Complexity' at The University of South Florida. Discussions during the seminar led us to conclude that similar goals were to be found in studies of the topic that spanned the breadth of ecological research.
