"The Journey to Transform Local Government is about the challenges and opportunities for municipalities in South Africa as they journey towards delivering on the promise of developmental local government. It deals with various issues on the continuum of local government transformation in South Africa, for example, what does Sustainable Development Goal 11 mean for a municipality? Given that good governance is essential for success, are municipalities implementing anti-corruption policies and are the Municipal Public Accounts Committees functioning? How do we staff municipalities with professionals who see local government as their career of choice? And, given that our ageing infrastructure p...

The Palgrave Handbook of African Political Economy

This handbook constitutes a specialist single compendium that analyses African political economy in its theoretical, historical and policy dimensions. It emphasizes the uniqueness of African political economy within a global capitalist system that is ever changing and complex. Chapters in the book discuss how domestic and international political economic forces have shaped and continue to shape development outcomes on the continent. Contributors also provoke new thinking on theories and policies to better position the continent’s economy to be a critical global force. The uniqueness of the handbook lies in linking theory and praxis with the past, future, and various dimensions of the political economy of Africa.

Developmental Local Government

This book concerns the role of the state in achieving development. In many developing countries conventional wisdom concluded that development is best achieved through a centralised development strategy. The failure of this centralised development strategy has brought about the emergence of decentralisation to local government as one of the means to turn the tide of underdevelopment. This book presents decentralisation not only as a manifestation of 'good governance', but also as an indispensable tool towards development. The central question, however, is the following: how should the transitional state convert this into constitutional and legal arrangements? The author proposes a model for ...

Municipal Management

Book & CD. In a developmental state like South Africa, municipalities have the specific responsibility of generating growth and development in their areas of jurisdiction. Through consultative processes, municipal goals and functioning are in the public domain. As co-creator of the future of local communities, municipalities must master the totality of local governance. To do this, current and prospective municipal managers need to understand, for example: the role and functions of municipalities in South Africa; the constitutional dispensation as it affects municipalities; the strategic orientation of municipalities within the global and national contexts; the capacities and resources available; best practices as far as management processes, procedures and methods are concerned. The book explores the multifaceted nature of municipal management in South Africa and focuses the readers attention on selected key strategic issues such as: local economic development; local democracy; disaster risk reduction.

RTI International has extensive experience implementing international donor-funded programs and projects, including single-sector and multisector policy and service-delivery improvement efforts, as well as governance and public management reforms. Drawing on that experience, this collection examines six recent RTI International projects, funded mostly by the United States Agency for International Development, that pursued several different paths to integrating service delivery and governance through engaging citizens, public officials, and service providers on issues related to accountability and sectoral services. The six cases illustrate the multiple ways in which citizen participation in accountability, called social accountability, can lead to positive effects on governance, citizen empowerment, and service delivery. The analysis focuses on both the intended and actual effects, and unpacks the influence of context on implementation and the outcomes achieved.

Shameless

Thandiwe lives by her own rules. She shamelessly sells her body on the South African streets of Yeoville and views her job as no different from those of young black graduates who take up affirmative action posts as perpetual juniors under soul-destroying mentors. Thandiwe's searing views on the post-apartheid corporate world become public when she is approached by Kwena, a young film-maker who is interested in telling the stories of prostitutes and the shameful secrets of many. For Thandiwe, that personal story begins in the poor, rural village where Thandiwe and her best friend Zonke grew up, facing the many challenges of a vulnerable childhood together. They both fend off unwanted sexual attention and Thandiwe loses her mother in a freak accident, leaving her an orphan. When she runs away from her guardians to avoid circumcision, Thandiwe arrives in Jo'burg and soon launches her unconventional career. While Zonke pursues a more sheltered and conventionally successful course of action, Thandiwe has to fight fiercely for her independence, even at the risk of endangering her own life.
