The sampling strategy is presented for the initial phase of the natural resources pilot project in the Mexican States of Jalisco and Colima. The sampling design used is ground-based cluster sampling with poststratification based on Landsat Thematic Mapper imagery. The data collected will serve as a basis for additional data collection, mapping, and spatial modeling products to be described in detail in later documents. Estimation described in this document will be primarily useful for strategic planning at the state and national levels. Because it is a pilot study, the approach for the actual statewide and national inventories is likely to be modified as results are obtained and studied.
