On December 20, 1999, Portugal was formally handed over Macau to China, ending 442 years of Portuguese control of the tiny peninsula and two small islands. Though comprised of just over nine square miles (with new reclamation), Macau was once one of the world's most important trading ports. In recent years, Macau has become a vital alternative to Hong Kong as a gateway to the booming economy of the People's Republic of China. Macau is first examined from a historical perspective. The island's responses to World War ll, the Korean War and China's civil war are fully covered, as is the influence of China's Great Proletarian Cultural Revolution. The secret agreements between China and Portugal in the 1960s and 1970s are described, along with a full accounting of the arrangement for the return of Macau to China. The prospects for the island's future under Chinese control are then detailed.

European Yearbook of Constitutional Law 2020

  • Categories: Law

The European Yearbook of Constitutional Law (EYCL) is an annual publication devoted to the study of constitutional law. It aims to provide a forum for in-depth analysis and discussion of new developments in the field, both in Europe and beyond. This second volume examines the constitutional positioning of cities across space and time. Unrelenting urbanisation means that most people are, or soon will be, living in cities and that city administrations become, in many respects, their quintessential governing units. Cities are places where State power is operationalised and concretised; where laws and government policies transform from parchment objectives to practical realities. In a similar ve...

It stresses the dynamics of interactions between actors as well as the political, economic and social changes in the enclave that have direct or indirect impact on the transition.

With international attention focused on Hong Kong, many forget that Macau also exists in a delicate `one country, two systems’ (OCTS) balance with mainland China. This book provides insights into the circumstances surrounding the less-understood half of China’s OCTS policy, including the stagnation of representational government, and the location of any Macau characteristics in the Macau Basic Law. Despite being Hong Kong’s sister `Special Administrative Region’ (SAR) within the People’s Republic of China, Macau’s unique constitutional development under Portuguese and Chinese administration remains under-appreciated despite its potential contributions to local, national, and inte...

Before 1999 Macao was considered a part of Portugal, but in 1993 this document was drawn up which laid down the ways by which Macao would be run and operated when it transferred from the governance of Portugal to that of China. This document is the text of that agreement.

Casino Capitalism, Society and Politics in China’s Macau

This book explores the characteristics of casino capitalism in Macau under Chinese sovereignty and administration. It argues that casino capitalism propelled the region’s economic prosperity and social stability in the period starting from the internationalization of the casino industry in 2002 to the end of 2019. However, casino capitalism also exacerbated the income gap between the rich and the poor. To tackle income inequality, the Macau developmental state combined casino capitalism with social welfarism. The region’s developmental state has been characterized by its relatively decisive leadership, its autonomy from the capitalist and working classes, and a comparatively weak civil s...
