Although the protection of the aquatic environment is high on the world water resources agenda, most developing countries still lack the technical and institutional capacity to establish environmental water allocation practices and policies. The existing methods of assessment of environmental water allocations are either complex and resource-intensive or not tailor-made for the specific conditions of a particular country or region. To promote emerging concepts of environmental flow assessment and management, it is important to change the dominant perception that environmental demand is the least important and create awareness among responsible authorities about existing methodologies and processes that should be followed. This report presents some of these approaches and illustrates their applicability in the specific context of the East Rapti River basin, which features one of the main tourist attractions of Nepal, the Chitwan National Park.

The freshwater system of the world is undergoing continuous natural changes in terms of quality, quantity and morphology. These changes are further accelerated due to increasing human exploitation of water resources caused by increasing population pressure demanding more water for several uses such as irrigation, drinking water, hydropower, and others. Environmental degradation has further increased pressure on water resources. In many areas increased demand for use of water resources has resulted into increased water use conflicts between water user groups and among various sectors: irrigated agriculture, tourism, industry, drinking water supply and new development projects. Increased competition for water resources among and within sectors has necessitated the need for an integrated approach in the management of water resources at basin level.
This text is divided into three parts. Part I focuses on the need for management to assess the challenges of water scarcity and plan changes based on proper valuation and financial instruments, international co-operation and efficient use. Part II analyses the problems of water scarcity and the available solutions in each main sector: water supply and sanitation, energy, health, agriculture, ecosystems and biodiversity. Part III assesses the state of the debate following the third World Water Forum and sets out the priorities for action, including increased investment, institutional reform and capacity building in the water sector.
