At the start of his career, Marc Allen never took a business course; he simply made what he calls "a sloppy, disorganized, lazy, and intuitive search through the books of Western magic." There he found the tools that took him from being a poverty case to a multimillionaire and helped him create one of the most successful independent publishers in the country. During 1988, the National Research Council's Space Science Board reorganized itself to more effectively address NASA's advisory needs. The Board's scope was broadened: it was renamed the Space Studies Board and, among other new initiatives, the Committee on Human Exploration was created. The new committee was intended to focus on the scientific aspects of human exploration programs, rather than engineering issues. Their research led to three reports: Scientific Prerequisites for the Human Exploration of Space published in 1993, Scientific Opportunities in the Human Exploration of Space published in 1994, and Science Management in the Human Exploration of Space published in 1997. These three reports are collected and reprinted in this volume in their entirety as originally published.
Effective science, clearly a mandate for the National Aeronautics and Space Administration (NASA), involves asking significant questions about the physical and biological world and seeking definitive answers. Its product is new knowledge that has value to the nation. NASA's flight projects are highly visible and usually the most costly elements of this process, but they are only a part of the science enterprise. Flight projects are founded on research that defines clear scientific goals and questions, designs missions to address those questions, and develops the required technologies to accomplish the missions. This research is funded primarily by NASA's research and analysis (R&A) programs. Data from flight projects are transformed into knowledge through analysis and synthesis-research that is funded both by R&A and by the data analysis (DA) portion of mission operations and data analysis (MO&DA) programs. R&A and DA programs are the subject of this report and are grouped for convenience under the heading of research and data analysis (R&DA).
ITAR, which controls defense trade, includes the U.S. Munitions List (USML) which specifies categories of defense articles and services covered by the regulations. In 1999, space satellites were added to the USML. In 2002 ITAR was amended to exclude U.S. universities from having to obtain ITAR licenses when performing fundamental research involving foreign countries and/or persons. Despite this provision, there remains considerable uncertainty among university researchers about whether the regulations apply to their research leading to a rather conservative interpretation of the regulations and the imposition of burdens that might not be necessary. To explore this concern, NASA asked the NRC to organize a workshop of all stakeholders on the implications of ITAR for space science. This book presents a summary of the workshop discussions including those on perspectives on recent developments and implementation of ITAR; overarching issues; problems arising from ITAR's implementation; and opportunities for near-term actions and improvements.
The Space Studies Board of the National Research Council (NRC) serves as the primary adviser to the National Aeronautics and Space Administration (NASA) on planetary protection policy, the purpose of which is to preserve conditions for future biological and organic exploration of planets and other solar system objects and to protect Earth and its biosphere from potential extraterrestrial sources of contamination. In October 1995 the NRC received a letter from NASA requesting that the Space Studies Board examine and provide advice on planetary protection issues related to possible sample-return missions to near-Earth solar system bodies.
For the last several decades, the Committee on Planetary and Lunar Exploration (COMPLEX) has advocated a systematic approach to exploration of the solar system; that is, the information and understanding resulting from one mission provide the scientific foundations that motivate subsequent, more elaborate investigations. COMPLEX's 1994 report, An Integrated Strategy for the Planetary Sciences: 1995-2010,1 advocated an approach to planetary studies emphasizing "hypothesizing and comprehending" rather than "cataloging and categorizing." NASA's long-range plans include possible human exploratory missions to the moon and Mars within the next quarter century. Such missions beyond low Earth orbit will expose crews to transient radiation from solar particle events as well as continuous high-energy galactic cosmic rays ranging from energetic protons with low mean linear energy transfer (LET) to nuclei with high atomic numbers, high energies, and high LET. Because the radiation levels in space are high and the missions long, adequate shielding is needed to minimize the deleterious health effects of exposure to radiation.
