Transparency and integrity are key factors in consolidating democratic governance and deepening the modernization of the state. The Inter-American Development Bank (IDB) has been supporting country efforts to achieve open government, providing technical support and knowledge on transparency in the LAC region. With the support of the Norwegian government, the IDB created the Anticorruption Activities Trust Fund (AAF), aimed at strengthening the institutional capacity of the Bank's borrowing countries in their efforts to prevent and control corruption. After four years in operation, the fund has gained recognition, both inside and outside the Bank, as a source of innovation and best practices in terms of access to information and targeted transparency. This publication compiles some of the experiences and lessons learned from five different countries (Argentina, Brazil, Colombia, Ecuador, and Guatemala), with direct support from the AAF.

El Banco Interamericano de Desarrollo (BID) ha respaldado los esfuerzos de los países de América Latina y el Caribe para lograr abrir los gobiernos, posicionándose como una fuente principal de apoyo técnico y generación de conocimiento en temas de transparencia en la región. Con el apoyo del gobierno de Noruega, el BID creó el Fondo Fiduciario para Actividades contra la Corrupción, con el propósito de fortalecer la capacidad institucional de los países prestatarios en sus esfuerzos para prevenir y controlar la corrupción. Después de cuatro años de operación, el Fondo ha ganado reconocimiento dentro y fuera del Banco por ser un instrumento catalizador de innovación y buenas prácticas en materia de acceso a la información y transparencia focalizada. En este informe se recogen algunas de las experiencias y lecciones aprendidas en cinco países (Argentina, Brasil, Colombia, Ecuador y Guatemala) con apoyo directo del Fondo.

La falta de transparencia, el escaso control ciudadano a la gestión pública y fallas en el diseño institucional de los organismos del Estado incentivan las prácticas corruptas en todas las ramas del poder público. El enfoque represivo, en este caso la política punitiva tradicional, ha demostrado ser insuficiente para combatir la corrupción; de ahí que las investigaciones aquí contenidas concuerden en que es necesario fortalecer mecanismos alternativos como el control interno, poner énfasis en la implementación de medidas preventivas y fomentar la tecnificación y las buenas prácticas en el ejercicio de funciones estatales.
