En este capítulo se observan las olas de manifestaciones y situaciones de conflicto e incertidumbre contemporáneas en América Latina y se pregunta por qué las personas no encuentran otra forma de hacer llegar a los gobernantes sus demandas de mejor calidad de vida y menor desigualdad. Se analiza qué ha pasado con las instituciones participativas que se crearon en muchos países de la región en el siglo xxi, centrándose en las trayectorias de Chile, Ecuador y Brasil, y se considera el futuro de la participación ciudadana. Se presentan varias razones económicas, políticas, sociales, institucionales y tecnológicas para mantener el escepticismo sobre ese futuro, pero también unos rayos de esperanza, antes de concluir con los retos pendientes.
