The Jews and the Expansion of Europe to the West, 1450 to 1800
Jews and Judaism played a significant role in the history of the expansion of Europe to the west as well as in the history of the economic, social, and religious development of the New World. They played an important role in the discovery, colonization, and eventually exploitation of the resources of the New World. Alone among the European peoples who came to the Americas in the colonial period, Jews were dispersed throughout the hemisphere; indeed, they were the only cohesive European ethnic or religious group that lived under both Catholic and Protestant regimes, which makes their study particularly fruitful from a comparative perspective. As distinguished from other religious or ethnic minorities, the Jewish struggle was not only against an overpowering and fierce nature but also against the political regimes that ruled over the various colonies of the Americas and often looked unfavorably upon the establishment and tleration of Jewish communities in their own territory. Jews managed to survive and occasionally to flourish against all odds, and their history in the Americas is one of the more fascinating chapters in the early modern history of European expansion.
Managing Global Supply Chain Relationships: Operations, Strategies and Practices
Recent news events related to quality in global supply chains have called attention to the need for more research on supply chains that operate in a global context. Indeed, it would be difficult to find a supply chain that does not cut across national boundaries at some point. The presence of global supply chains introduces a number of new management challenges. Managing Global Supply Chain Relationships: Operations, Strategies and Practices focuses on issues related to relationships among members of global supply chains. This comprehensive work addresses three important aspects of global supply chain relationships: supply chain integration and collaboration; outsourcing and offshoring of production; and recent growth in supplier networks.
Brazil
This Technical Assistance report on Brazil highlights strengthening the framework for substantial borrowing. A significant change in the institutional framework is needed to impose hard budget constraints and promote stable and sustainable policies. The approach proposed in this report is based on demanding greater transparency and accountability by subnational governments, while also making the framework more flexible. If adopted, the framework is expected to introduce risk sharing among states, within an enhanced insolvency framework, and tighten fiscal rules. The proposed changes would also put more emphasis in market incentives. The changes in the framework will also need to be accompanied by progress in addressing fiscal pressures from rising budget rigidities (including pensions) and excessive tax incentives (the so-called tax wars). It is recommended to create an independent fiscal council that monitors fiscal performance and compliance of fiscal rules by subnational governments. One possibility is to add this mandate to the Independent Fiscal Institution, while strengthening its independence and provide enough resources.

Between Empires
This study examines the wholesale trade in sugar from Brazil to markets in Europe. The principal market was northwestern Europe, but for much of the time between 1550 and 1630 Portugal was drawn into the conflict between Habsburg Spain and the Dutch Republic. In spite of political obstacles, the trade persisted because it was not subject to monopolies and was relatively lightly regulated and taxed. The investment structure was highly international, as Portugal and northwestern Europe exchanged communities of merchants who were mobile and inter-imperial in both their composition and organization. This conclusion challenges an imperial or mercantilist perspective of the Atlantic economy in its earliest phases.
