Limits of Democracy

In this timely book, Brazilian political philosopher Marcos Nobre analyzes the social and political roots of the election of Jair Bolsonaro to the presidency of Brazil and shows how this process is connected to the rise of new far-right movements threatening democracy around the world. Nobre describes the rise of the movement that elected Bolsonaro as a reactionary and anti-democratic highjack of the democratic impulse unleashed by the June 2013 uprisings, when millions of Brazilians took to the streets to protest against a dysfunctional political system, and frames the Brazilian case within the global crisis that exposed the limits of a democracy based on the neoliberal consensus after the ...

Globalization and Competition

Globalization and Competition explains why some middle-income countries, principally those in Asia, grow fast while others are not successful. The author criticizes both old-style developmentalism and the economics of the Washington Consensus. He argues instead for a "new developmentalism" or third approach that builds on a national development strategy. This approach differs from the neoliberal strategy that rich nations propose to emerging economies principally on macroeconomic grounds. Developing countries face a key obstacle to growth, namely, the tendency to overvaluate foreign exchange. Instead of neutralizing it, the policy that rich countries promote mistakenly seeks growth through foreign savings, which causes additional appreciation of the national currency and often results in financial crises rather than genuine investment.

How Brazil's monetary and fiscal policies survived a series of severe economic shocks and the policy lessons for other countries. Inflation targeting -- when central bank policies set specific inflation rate objectives -- is widely used by both developed and developing countries around the world (although not by the United States or the European Central Bank). This collection of original essays looks at how Brazil's policy of inflation targeting, coupled with a floating exchange rate, survived a series of severe economic shocks and examines the policy lessons that can be drawn from Brazil's experience. After a successful start in early 1999, Brazil's policy regime had to manage mounting diff...

Brazil

Brazil is at crossroads, emerging slowly from a historic recession that was preceded by a huge economic boom. Reasons for the historic bust following a boom are manifold. Policy mistakes were an important contributory factor, and included the pursuit of countercyclical policies, introduced to deal with the effects of the global financial crisis, beyond the point where they were helpful. More fundamentally, it reflects longstanding structural weaknesses plaguing the economy, that also help explain Brazil’s uninspiring growth performance over the past four decades.
