Transport, in particular the motor vehicle, is a major source of environmental disruption and, in the developed world, accounts for thirty percent of energy consumption. In most countries, transport policy is a major government concern, yet it is rare for decisions to be made outside a narrow set of sectoral considerations. This book, commissioned by the OECD, looks at seven countries; the UK, the USA, West Germany, France, The Netherlands, Greece and Italy. Each case demonstrates, in different ways, the problems in transport policies produced by the failure is a consequence of departmental division: transport, the environment, the exchequer, etc. all have their own, quite separate ministries. Here, a group of economists have demonstrated both the folly of such partial ways of thinking and, in writing their critiques of specific disaster, have provided models for ways forward. With the exponential rise in leisure mobility, tourism has increasingly become of great economic significance. Cultural heritage, such as museums, churches, historical landscapes, urban parks, and exhibitions attract many visitors and countries, regions and cities which house such historic-cultural amenities have seen increasingly large waves of tourists. While an avalanche of tourists has a positive impact on the local economy, such modern mass tourism also brings about negative externalities such as congestion, decline in quality of life, low access to cultural amenities and loss of local identity; to the extent that the sustainability conditions of a locality might be endangered. Regional development is attracting the attention of policy makers and scientists again, as regions, urban centers and rural areas, experience substantial pressures, particularly in Europe, as a consequence of globalization and geopolitical changes which lead to changes in spatial structures and dynamics. This book is based on the contributions of Greek regional science research presented at the 2006 Congress of the European Regional Science Association at Volos, Greece. The contributions selected to be presented in this book address these changes offering a fresh look into regional development. Alternative ways of thinking, analysing and performing economic geographies have become increasingly significant in recent years, partly due to the recent financial crisis, which has had social and political consequences throughout the world. Yet there is a danger that the debate about alternatives may become simply a way of fixing global capitalism in its present crisis-ridden form. Instead, the analysis of alternative economic spaces must continue to offer a critique of the very notion of capitalism as a universal, if variable, set of social relations.
