Maternalism Reconsidered
Beginning in the late 19th century, competing ideas about motherhood had a profound impact on the development and implementation of social welfare policies. Calls for programmes aimed at assisting and directing mothers emanated from all quarters of the globe, advanced by states and voluntary organizations, liberals and conservatives, feminists and anti-feminists – a phenomenon that scholars have since termed 'maternalism'. This volume reassesses maternalism by providing critical reflections on prior usages of the concept, and by expanding its meaning to encompass geographical areas, political regimes and cultural concerns that scholars have rarely addressed. From Argentina, Brazil and Mexico City to France, Italy, the Netherlands, the Soviet Ukraine, the United States and Canada, these case studies offer fresh theoretical and historical perspectives within a transnational and comparative framework. As a whole, the volume demonstrates how maternalist ideologies have been employed by state actors, reformers and poor clients, with myriad political and social ramifications.

This study chronicles the entry of the controversial issue of combining work and family life into the European political agenda and shows how concrete policies on childcare and part-time work were debated between different member states and European institutions. Moreover, it argues that European debates on social care rights exemplify traces of an emerging European citizenship. European rights regarding time of care and care services unite the contradictory demands for social equality and a free market, offering citizens basic social equality, while simultaneously supplying the common market with a female labour force.

This 37th volume of the Yearbook of Women's History focuses on the meaning and potential of archiving for enhancing gender equality and the position of women worldwide. More than just storehouses of knowledge, archives offer new ways for understanding the past, debating the present and creating the future. Focusing on both traditional and non-traditional archival practices, in various parts of the world, the Yearbook of Women’s History explores the meaning of archiving for women and women’s history. Besides investigating the feminist potential of the archive, it also examines questions of erasure and forgetting. While archives may have emancipatory or democratizing potential, practices of discarding equally shape the histories that can be written, and the stories that can be told. The articles in this volume are alternated with descriptions of collections and institutes, and the topics addressed cover a full range of archival theory and practice.
